What Time’s Chaos?

Over the last couple of days there has been a great deal of media coverage regarding the chaos and misery that has been caused by the type of gaming machines that are now found on almost every high street since the Gambling Act 2005 liberalised the legislation. Carolyn Harris, a Labour AM  and Tom Watson, Deputy Leader of the Labour Party, have been two of the loudest voices discussing the misery and bankruptcies that have resulted as gambling addicts found that the sky was the limit. What everyone has tactfully avoided mentioning was that the person who was most enthusiastic about widening the jaws of the gambling industry and who loftily dismissed all warnings that the Gambling Act 2005 would cause substantial problems was St Tessa the Inspirational Sex Trafficker who was the subject of so many sentimental tributes from so many people just days ago (see post ‘Baroness Tessa Jowell – A Tribute’).

Having followed Tessa’s bright ideas with regard to gambling, the Gov’t has of course now taken on board her advice re the future direction of research into brain tumours and £65 million has been allocated to fund Tessa’s ill-informed and batty notions.

 

After the sad death of the Inspirational Sex Trafficker, a reader sent me a link to someone whom Tessa knew from their days together at Camden Borough Council, asking me if I was aware of this person. Yes I was and she has featured on this blog, but readers may well have missed it because the blog has become so extensive that the navigation system is now utterly inadequate. I must apologise for this, I had hoped to have taken a fortnight off by now to design a better system but I keep uncovering info that I really want to get up on the blog before those responsible disappear in a puff of smoke as they sometimes do. Having found the ‘memorandum’ written by Dafydd in 2008 (see post ‘Feet In Chains’) there is yet more that I will be prioritising before I take a break. The NHS and Community Care Act 1990 could have been tailor made for Dafydd to expand his empire, it is quite extraordinary because everyone concerned with drafting that legislation and getting it through Parliament knew the enormity of Dafydd’s wrongdoing – there’ll be more about this going up on the blog soon.

Get a few more curries and pints down you Ken Clarke, before even more details of that very sordid deal that you struck with the BMA whom you loathed appear on this blog. I’m beginning to think that if anyone should be prosecuted for crimes against humanity it should be Ken Clarke…

So please readers bear with the hopeless navigation system a while longer – there is now a mass of info on the blog with the names of many criminals and accessories great and small, you will find info if you persevere – I’ll improve on it as soon as I have time.

 

Regarding Tessa’s mate at Camden Social Services who my correspondent wanted to see featured, I’ll briefly remind everyone of her now, as she has been lost in the depths of previous posts. I am talking Baroness Helene Hayman, who I am told is pretty hideous. On the basis of the Baroness’s biography I would not expect anything different.

The daughter of Maurice (a dentist) and Maude Middleweek, Hayman read law at Newnham College, Cambridge. She was President of the Cambridge Union Society in 1969. She worked for Shelter, 1969–71 and for the Camden Social Services, 1971–74, when she was named Deputy Director of the National Council for One Parent Families.

So far, the biography of a middle ranking paedophiles’ friend. But look what Helene did next:

Helene was a member of the Bloomsbury Health Authority (later Bloomsbury and Islington Health Authority) from 1985–92, and its Vice-Chair from 1988 onwards.

OK Helene, you knew about that paedophile ring that operated in the children’s homes in Islington, the crimes of which spilt over into the NHS in the area. Dafydd had contacts down there in 1987 – he and his henchmen TOLD me. I was living in Harringay at that time and in Jan 1987 I was taken from the North Wales Hospital Denbigh, escorted by Angels, driven to a railway station and literally put on a train to London, after being told to ‘shut your mouth about DA and don’t ever come back to north Wales again’. Clwyd Health Authority even purchased my train ticket for me. Before I was taken out of the hospital under guard, Dafydd told me that he had telephoned the Social Services in Haringey to tell them that I was being sent back to their patch and that he had given them my address. This was not an official referral for any sort of care – I was told quite bluntly that it was to ensure that Dafydd’s contacts in the Islington/Haringey area could ‘keep an eye’ on me.

By the way, the documents compiled by Dafydd et al about that period of time are inaccurate. Staff at the North Wales Hospital forged discharge documents which were post-dated and signed by a junior doctor whom I had never met, who claimed to have assessed me at discharge and found that I was suffering from schizophrenia no less. On the date that this man allegedly assessed me and discharged me from Denbigh, I was sitting in a lecture theatre in Hammersmith Hospital/Royal Postgraduate Medical School.

 

Helene served on the ethics committee of the Royal College of Obstetricians and Gynaecologists, 1982–97.

Ah, so Helene was on that committee during 1989-91, when I was working at St George’s Hospital Medical School with Professor Geoffrey Chamberlain and his team – who, along with many other people in the institution, were concealing the crimes of Dafydd and the paedophiles in north Wales, as well as a linked paedophile ring in south London (see post ‘The Most Dangerous Man In The World – Part III’). Chamberlain had been a friend and colleague of Prof Oliver Brooke, the Prof of Paediatrics – who’s office was just down the other end of the corridor from Chamberlain – who was jailed in 1986 for the possession of a huge amount of child porn which he kept in his offices in the Medical School. Brooke was a key figure in a pan-European paedophile ring.

Helene was still on the committee when Chamberlain and his colleague Malcolm Pearce were involved in a big research fraud which hit the media in the mid-1990s (see post ‘I Don’t Believe It!’). Malcolm was subsequently struck off, but Chamberlain wasn’t, although he did have to resign as President of the Royal College of Psychiatrists. Meanwhile, up in north Wales, the North Wales Police investigated the paedophile ring which Chamberlain et al were concealing and in 1993 the North Wales Police concluded that it did not exist.

Helene also sat on the ethics committee of the UCL and UCH, 1987–97. There were numerous links between UCL and UCH and the paedophiles’ friends in north Wales and elsewhere, including the link to Prof Pauline Horne of the School of Psychology at Bangor University. Pauline was the mistress and colleague of Prof Fergus Lowe, also of the School of Psychology at Bangor. Dafydd had previously dominated that School until Fergus gained the upper hand in about 1987, using his knowledge of Dafydd’s crimes and the paedophile gang to do this. The School of Psychology trained clinical psychologists based at the North Wales Hospital and conducted research in collaboration with those facilitating the paedophile gang (see post ‘Pets Win Prizes’). Pauline arrived at the Psychology Dept at Bangor in 1976, having completed an MPhil in biochemistry at UCL, 1974-76 (see post ‘Feet In Chains’).

There were a great many things happening at UCH and UCL that shouldn’t have been whilst Helene sat on their ethics committees.

From 1992–97, Helene was a member of the Council of University College, London and Chair of Whittington Hospital NHS Trust.

 

Hayman was given a peerage in Jan 1996. That was after Nicola Davies QC had stated that a public inquiry into the North Wales Child Abuse Scandal would not be in the public interest, but before William Hague changed his mind five months later and announced a public inquiry into the matter. My posts ‘Cry, The Beloved Country’ and ‘Heart of Darkness ‘ detail how key figures in north Wales, as well as Sir Ronnie Waterhouse and his senior colleagues, were on manouevres from 1994 and preparing for the Jillings Report (see post ‘It’s A Piece Of Cake…’) and the subsequent public inquiry which no-one knew was going to happen.

After Blair came to power in May 1997, Hayman served as a junior Minister in the Dept for Environment and the Dept of Health before being appointed Minister of State at MAFF in July 1999. So Hayman was in the DoH whilst Sir Ronnie was gathering his thoughts after hearing evidence from the witnesses at the Waterhouse Inquiry and when he was putting pen to paper to compile the whitewash. Hayman was a Health Minister under Secretary of State Frank Dobson – the Dobbo who had previously been a Camden Borough Councillor and who, during his many years as MP for Holborn and St Pancras (1979-2015), completely ignored the under-aged prostitutes selling their services in that area, most of whom were kids in care. Dobbo, if I saw those kids – and even managed to talk to some of them – during my three years in London, what the fuck was wrong with you? By the way, the kids whom I spoke to had been in care in Swansea and run away.

I noticed the destitute Empowered Service Users on Dobbo’s patch as well which he had somehow missed, as no doubt did Baroness Hayman.

In 2001 Hayman left political office to become Chairman of Cancer Research UK! See posts ‘A Cause Close To Our Hearts’, ‘Oh Lordy, It’s CR UK’, ‘Reports Of Death Were Much Exaggerated’ and ‘Apocalypse Now’ for details of the years of research fraud and misconduct which pervaded CR UK. Baroness Hayman was obviously just the right person to Chair the organisation.

Hayman became Chair of the Human Tissue Authority in 2005. She was a Trustee of the Royal Botanic Gardens, Kew (2002–2006) and of the Tropical Health and Education Trust (2005–06).

Helene was a member of the Human Fertilisation and Embryology Authority in 2005-06. Despite all the noises about ethics and regulation, the fertility industry has done pretty much whatever it has felt like since the technologies were first developed (see post ‘Every Sperm Is Sacred – Particularly In Scotland’). Patients are misled, swindled and charged much money for procedures which the Top Doctors who are carrying them out know are highly unlikely to succeed – this has now been admitted, as more and more scandals emerge from fertility clinics.

The Baroness was a member of the Lords Select Committee on the Assisted Dying for the Terminally Ill Bill, 2004–05 and of the Lords Constitution Committee, 2005–06.

 

Doesn’t that biography just reassure one that the right people have their hands on the levers of power?

 

Helene Hayman’s husband Martin has worked for Plessey Co; ITT; Pullman Kellogg; was Secretary and Chief Legal Adviser for Cadbury Schweppes, 1978-88; and Group Secretary and Head of Group Legal Services for Standard Chartered Bank, 1988-2000.

 

I mentioned that after Dafydd had unlawfully imprisoned me, in Jan 1987 the locked doors of the North Wales Hospital were opened and I was rushed out of there under guard of Angels and driven at high speed to the railway station and put on a train to London.  On that occasion it was an Angel who drove the car, which is yet another factor that suggests something highly irregular was happening. The NHS is utterly bogged down with red tape and it is usually only certain staff working in community roles who have permission (and insurance) to carry patients as passengers in their cars. If a Denbigh patient needed to be transported, it was supposed to be by ambulance, police or a hospital car. When I was taken from the North Wales Hospital Denbigh to Bangor Magistrates Court – only to find that all charges against me had been dropped, but because I’d been sectioned by Dafydd the day before after being illegally detained in the first place, I was taken straight back to Denbigh – I was taken in a hospital car, as I was for the return journey.

The Angels at Denbigh obviously knew which of those drivers of hospital cars – they were local people who were volunteer drivers for the NHS – were safe hands or not. Before I got into the car to go to Bangor Magistrates Court, an Angel told me not to talk to the driver even if she tried to talk to me because she was a gossip and was always trying to ‘find out what the patients had done’. I am well used to the power of gossip and the purposes for which is used, but the lady driving the car was pleasant and friendly and asked no intrusive questions at all. Er – I was being held in that hospital illegally and those Angels knew it. Whilst I was in Denbigh I found out that nearly every other patient in that ward with me was also being held there illegally. There had been no proper procedures followed with any of us. We had all been arrested on ludicrous charges which were later dropped and were taken to Denbigh in the middle of the night by colluding police officers or ambulance staff. Some patients had been transferred in irregular ways from Risley Remand Centre or other institutions controlled by Dafydd and the paedophiles. One man had been transferred to our ward from another ward – he had been in Denbigh since he was a teenager and had not had any visitors for years. One young woman asked me to help her because she had been kept ‘in an attic’ for three days by ‘a doctor and some men’ where she had been sexually assaulted (see post ‘The Distressed Young Woman Who Vanished’).

No wonder those Angels didn’t want me striking up a conversation with the driver of the car.

On the way back to Denbigh the Angels had no such fears about me chatting to the driver. I know why. Because his sole topic of the conversation was Nutters Whom I Have Transported and I heard many anecdotes regarding the madness of other patients. This man was particularly vexed about having transported one patient whom he claimed was ‘terrible’. She had tried to get out of the car – I wonder why?? – had fought the Angels and had insulted him. She was an Irish woman who had called him a ‘Welsh corgi’ – as he was driving her to London.

So Dafydd, who was the Irish woman whom you abducted and where in London was she taken?

Anyone fancy tracing all the residents of Denbigh who had worked as volunteer drivers for the NHS and seeing what they remember from their time transporting the abducted victims of a sex trafficking ring?

 

One MP who served the constituency of Denbigh for a very long time was Geriant Morgan, who was MP for Denbigh 1959-83. Morgan was barrister who had trained at Abersytwyth University and Trinity Hall, Cambridge. He was known to take a lot more interest in his legal practice than his work as an MP. Yet the folk of Denbigh loved him. I would expect that because he certainly asked no questions about what was going on in the North Wales Hospital where virtually the entire adult population of the town worked. However, the good burghers of Denbigh were particularly pleased when those who owned houses near the A55 received compensation when the road was upgraded. Many of them personally thanked Geraint, so they must have received quite a windfall.

Paedophiles’ friend employed in the North Wales Hospital who endures the trauma of the road nearby being upgraded? You’ll get compensation. Someone who was raped and battered in a children’s home in north Wales and trafficked into prostitution? You’re telling a pack of lies to get your criminal hands on money. Mary Wynch, illegally imprisoned for a year in Denbigh, fleeced of her property by Dafydd and who proved her case? She’s awarded compensation, but Clwyd Health Authority simply refuse to hand the dosh over and some three years later Michael Howard the Home Secretary ruins her.

So presumably the upgrading of the A55 was yet another part of the infrastructure of north Wales that was the result of a dirty deal with the paedophiles’ friends…

Geraint Morgan was a Tory. Although he was a barrister, he didn’t practice on the Chester and Wales Circuit. He practised on the Northern Circuit. As did George Carman QC, the corrupt barrister who later made it big in London. Cherie Booth worked in Carman’s Chambers and Tony Blair worked as his junior.

I have mentioned previously that Dafydd and the paedophiles’ often took me to courts many miles away from where I lived in their efforts to gain High Court injunctions against me, imprison me, etc. The injunction that Gwynedd Social Services obtained against me on the basis of the perjury of two social workers – one who had never met me and one who had met me at most three times – was issued by Sir John Kay sitting in Leeds (see post ‘Some Big Legal Names Enter The Arena’). Which I found puzzling because I was living in Bethesda at the time. Sir John Kay QC worked for years as a barrister – on the Northern Circuit. Indeed, he was Presiding Judge  of the Northern Circuit, 1994-99. Kay’s Chambers were in Liverpool and before he became a barrister he was a tutor in law at Liverpool University – Dafydd’s alma mater and place of employment of so many paedophiles’ friends (see post ‘These Sharks Are Crap As Well’).

The Liverpool of the Beatles, who in 1967 visited Bangor Normal College for a transcendental meditation session with Maharishi Mahesh Yogi. Bangor Normal College was a teacher training college which hosted so many paedophiles’ friends. The Beatles were mates with Cilla, the Cilla who was a personal friend of Geoffrey Chamberlain and enjoyed a lorra lorra laffs with him. Liverpool produced another celebrity scouser as well, but because she’s not in showbiz I keep forgetting that she’s a Liver Bird – Cherie.

Sir John Kay was a member of Gray’s Inn. As was Geraint Morgan. As was Sir William Mars-Jones, the boy from Denbigh who made it big in law in London and served as Dafydd’s Big Mate and was Ronnie Waterhouse’s pupil master and friend.

John Kay’s son Ben is the English rugby international.

 

Whilst checking the Betsi Cadwaladr University Health Board website a few days ago I discovered that a new Chair has been appointed to the Velindre NHS Trust – Professor Donna Mead. Professor Mead trained in Merthyr School of Nursing ‘winning the Gold Medal for best student in training’. Donna’s ‘early clinical experiences sparked off a desire to work with children and she eventually became a paediatric ward sister’.

OK, so Donna will have known about the abuse of kids in care in the Rhondda which was happening, but being a gold medallist she remained as silent as everyone else on the matter.

From 1983-85 Donna studied at the University of Manchester where she obtained an MSc and successfully completed teacher training. Mead took up her first teaching post. She shortly thereafter set up and led the first Bachelor of Nursing course in the North East Wales Institute, Wrexham and became a Consultant Nurse with Clwyd Health Authority.

So Donna worked for Dafydd and the paedophiles in a leading role and established a course at the institution governed by the paedophiles’ friends (see post ‘A Vampire At Glyndwr University!’).

In 1989, Donna moved to the Nursing Research Unit at the University of Wales College of Medicine. The University of Wales College of Medicine were not only concealing the crimes of Dafydd and the paedophiles, but they were concealing a great deal of wrongdoing in their own institution. Donna worked on an all Wales study into primary nursing, which was commissioned by the Welsh Office, Nursing Division. That was when the Welsh Office were concealing the crimes of Dafydd and the paedophiles, under Secretaries of State Peter Walker and then David Hunt, who both excelled in refusing to investigate suspicious deaths and serious offences (see post ‘The Cradle Of Filth’).

During this time Donna began her Doctoral studies.

Donna was appointed Assistant Director of the School of Nursing and Midwifery and Health Care at the University of Wales, Swansea in 1991. That was the year that a police investigation was launched into the abuse of children on Donna’s former patch in Clwyd! Donna was Head of Research and Graduate Studies at Swansea.

In 1996, Donna was appointed Professor of Nursing and Head of the School of Care Sciences at the University of Glamorgan. A Chair three years after completing her PhD! That is pretty impressive for a paedophiles’ friend from Clwyd, even for someone who won a Gold Medal when she was at the Merthyr School of Nursing.

When the University of Glamorgan reorganised into five faculties in 2005, Professor Mead became the Dean of the newly formed Faculty of Health, Sport and Science. That same year she was also awarded the RCN Welsh Board record of achievement.

You’re going to hate me Donna, but guess what? I knew one of your students who studied on a course in your Faculty between 2005-08 and she was less than impressed. In fact she was so underwhelmed that she invited me down to meet her fellow students who all had serious complaints about their courses. I was researching for a book on HE policy at the time and I conducted interviews with a whole variety of students at different universities. The anecdotes from the students in your Faculty were the worst by far. One student was so pissed off that he said ‘this University has lied about the course and the opportunities available and I consider that I have been cheated’. I asked him if he could expand and he said ‘no, I can’t say it any more clearly than that’.

The student I knew who was studying in Donna’s Faculty was studying Sports Science. She told me that had she known what Glamorgan was going to be like, she would have gone to Bangor instead, but because she’d grown up near Caernarfon she wanted to experience the wider world so gave Glamorgan a try. After accumulating a great deal of debt she emerged with her Sports Science degree. By that time, her mum had moved down from Gwynedd to Abercynon to live near her and she had also met her future husband, so after she graduated they all rented a place in Abercynon. My friend then found that everybody in the Sports Science world was turning their noses up at her degree because it was from Glamorgan, so like many students she found that it was necessary to gain another qualification. She had no money but was able to live very cheaply with her mum and boyfriend in Abercynon, so the only option for another course was dear old Glamorgan University which was almost on their doorstep.

She decided to do a course in Sports Massage. My friend is dyslexic and this was known to Glamorgan when she was an undergrad – she received a small grant for a computer on these grounds. When she registered for the Sports Massage course, she filled in the appropriate paperwork which included the info that she was dyslexic. Nothing was said and she embarked upon the one year course. Towards the end of the course her mum rang me in desperation asking for my advice. The examiner on her daughter’s course had stated that she could not be allowed to qualify as a Sports Massager because, being dyslexic, she would ‘be a danger to clients’. My first thought was not ‘disability discrimination’ but QUE???

Further investigation revealed that the person coming out with this bollocks was not appropriately qualified to assess the students. Better than that, they were not appropriately qualified at all. Their qualification had been awarded by a ‘private college’ – which did not exist in terms of it being a building with students in. After discovering this, I did more digging and uncovered an ever increasing mountain of crap. It transpired that the Sports Massage course that my friend and her peers had all been attending would not lead to a qualification from Glamorgan University at all – although the students had been led to believe that it would. What was the qualification that they would receive – assuming that they weren’t a Dangerous Dyslexic of course? Er – exactly the same Mickey Mouse qualification – from the ‘private college’ which didn’t physically exist – possessed by the idiot who believed that people with dyslexia couldn’t be let loose as massagers.

It transpired that the University of Glamorgan had allowed the person without a qualification to use their buildings and promote their course on Glamorgan University literature.

When we discovered the scale of the deception, my friend went into battle. She managed to retrieve the fees that she had paid for the qualification that wasn’t. She was back to square one – a graduate of Glamorgan with a Sports Science degree that wasn’t respected by the world of Sports Science. My friend began working with No Fit State Circus in Cardiff – she had worked with the circus since she left school for a number years before wasting her time with Professor Donna Mead of the Gold Medal. My friend moved into teaching circus skills once she became a bit too old to perform in the circus herself. Business is booming – my friend goes into schools to supplement the kids’ PE lessons and holds various events for a range of people re fitness training, including for kids in care whom it was found were not responding too positively to the usual lame rubbish that was on offer.

Donna is probably banging on about eating five a day and empowering service users.

Professor Mead has always maintained close links with the NHS. She was the HE representative on the Welsh NMC for six years and Chair for four years. This is a statutory committee which provided ‘independent, impartial advice to the Secretary of State for Wales’.

The NMC were the body who employed the man who shouted down the phone at me after I complained about being assaulted by an Angel in the Hergest Unit that ‘the witness statements will be destroyed after she is cleared’.

Some five years ago the NMC made a public apology after it was demonstrated that they had failed to discipline Angels for misconduct and abuse in numerous cases.

The NMC took no action against any of the staff who abused the patients in Tawel Fan. A few weeks ago however, they did strike off Nicola Kingston, the nurse who blew the whistle on the Tawel Fan Scandal.

Donna led the team which produced the first ever policy document to be issued from the newly formed National Assembly for Wales, ‘Realising the Potential: A Strategy for Nursing, Midwifery and Health Visiting in Wales’.

I’m still waiting for the potential to be realised Donna. The state of nursing in Wales has got sorrier and sorrier and nurses are running away as fast as they can. No it’s not the money – scores of the nurses qualifying at Bangor are taking jobs in Cheshire and Staffordshire because they will not work for the Besti Board, having witnessed such gruesome events whilst they were students.

 

Professor Mead held the post of Non-Executive Director of the North Glamorgan NHS Trust for four years and is or was a Non-Executive Director of Gwent NHS Trust.

Those two Trusts are not without their problems.

Donna has served as the Welsh representative on the UK Council of Deans for Health for several terms. Her other positions have included the Chair of Rhondda Cynon Taf and Caerphilly Teaching Local Health Board, Vice-Chair of UCEA’s Clinical Academic Staff Advisory Group; member of the Welsh Group for Modernising Nursing Careers.

There is a hospital in Rhondda Cynon Taff with maternity services that are so bad that local women are doing all they can to avoid giving birth there.

Professor Mead has remained an active researcher. She currently holds research grants of £2 million. She is a member of the Medical Research Council College of Experts.

Can Professor Mead explain why, after she has been at the helm of the NHS in south Wales for so long, the health outcomes of people in south Wales – particularly Rhondda Cynon Taff – are so bad? Or did some of the £2 million in research grants get used for what so much research money that is given to people like Donna gets used for – to blame the patients for being too fat, too lazy or too drunk?

In 2009 Professor Mead received an OBE, the standard qualification for a paedophiles’ friend after a few decades of service.

 

So did Velindre NHS Trust suddenly go a bit mad the other day when it appointed one of Dafydd’s former colleagues as Chair? Well it obviously excelled when Donna was appointed, but Velindre did have previous.

Prior to the appointment of Donna, the Chair of Velindre NHS Trust was Rosemary Kennedy. Who has a CV as incriminating as Donna’s.

Rosemary trained at St.George’s Hospital London on the ‘2+1 Experimental Scheme gaining the Gold Medal’. Obviously Velindre does not consider making an appointment as Chair unless the person concerned is in possession of a Gold Medal from a troubled NHS institution dogged by scandal and complaints of patient harm. I know the sort of people who win Gold Medals at St George’s, they are not a pretty sight.

Rosemary was Chief Nursing Officer for Wales, 1999-10 and was responsible for the publication of several key nursing strategies for Wales including ‘Free to Lead: Free to Care’.  Well that was a success Rosemary, since then there has been the Tawel Fan Scandal. The abuse at Tawel Fan began on Rosemary’s watch. It could have been avoided if in 1999 Rosemary and her then boss Jane Hutt had responded to the complaints of abuse and serious misconduct on the part of Angels in north Wales from patients. Or if Rosemary and her subsequent boss Dr Brian Gibbons had. Or if Rosemary and her subsequent boss Edwina Hart had. Or indeed if anyone at all had.

In addition, Rosemary gained a commission in the Queen Alexandra’s Royal Army Nursing Corps (Territorial Army) in 1984 and held all top level unit posts culminating in the appointment of Commanding Officer of a TA Field Hospital. So Rosemary will know all about Stephen Gallagher, the dangerous dishonest nurse at Ysbyty Gwynedd and his equally dangerous dishonest colleague Andrew Parry who regularly put lives at risk (see post ‘Two Dangerous Very Dishonest Nurses’). They are both in the TA and after Gallagher found himself in trouble yet again for insulting and threatening patients, stories about Major Gallagher’s heroic life saving activities whilst he served in Afghanistan appeared in the London broadsheets. The stories were substantially untrue. Do you know anything about this Rosemary?

It was on Rosemary’s watch that Gallagher’s colleague senior Angel Alan Roberts threatened me. My complaint was never investigated and some years later Alan Roberts threw an elderly lady patient against a drinks machine in Ysbyty Gwynedd, injuring her. No, Roberts was still not struck off. Roberts’s wife is a senior Angel at Ysbyty Gwynedd who ‘stood by him’ during that terrible ordeal of his when one of his colleagues dared blow the whistle on him for violently assaulting an elderly lady. Alan Roberts’s son is also an Angel.

After stepping down as the Chief Nursing Officer in September 2010, Rosemary was appointed Chairman of Velindre in Jan 2011. With a record like Rosemary’s what could go wrong at Velindre? Whatever did will now be well-concealed by Donna under mountains of NHS-speak about excellence and learning lessons.

 

Being of the paedophiles’ friends from the north Wales NHS, Donna Mead might well know the fearsome Professor Fiona Irvine, who’s bullying and deceit featured in my post ‘Cry, The Beloved Country’. Fiona Irvine had a partner in crime – a ‘senior nurse tutor’ called Gwerfyl Roberts. Like Fiona and Donna, before becoming a Nursing Academic, Gerfyl worked as an Angel in the highly dysfunctional NHS in north Wales. I think that Gwerfyl worked at Ysbyty Gwynedd.

Gwerfyl was Fiona’s minion and nearly as nasty. Like Fiona, Gwerfyl’s grasp of social sciences was so shaky that her comments on students’ work were misspelt, did not make sense and occasionally contained words which did not exist, which entertained everybody.

Gwerfyl was a specialist in ‘cultural competence’ in nursing no less. Cultural competence in nursing is very important, but I am not convinced that Gwerfyl understood what ‘cultural competence’ is. Gwerfyl thought that it just meant speaking Welsh. By adhering to this notion, Gwerfyl displayed very impressive shortcomings in cultural competence. She spoke Welsh in front of staff and students of hers who did not speak any Welsh at all, including at their leaving parties, which did rather exclude them. Now that can sometimes just be thoughtlessness – if you are used to communicating most of the time in one language and most of those in your circle also communicate in that language, it is understandably very easy to forget that you might be excluding someone. However Gwerfyl went rather further than that.

The expert in cultural competence in nursing really did not like Foreigners. Particularly if they were not white. This caused problems at the School of Healthcare Sciences – they kept on accepting overseas students because they brought so much money in, but Gwerfyl continued to hate Foreigners. Gwerfyl hated Foreigners because they didn’t speak English (let alone Welsh). It was true that some of the overseas students in the School of Healthcare Sciences had very poor English, but there was a reason for that. It was because the School of Healthcare Sciences was so desperate to get its paws on the dosh which came with the Foreigners that they worked a fiddle and accepted students whom they knew did not have good enough English to register with the University. Their modus operandi was to get the Foreigners through the doors, relieve them of their fees and after a few months make life so unpleasant for the Foreigners that the Foreigners would leave.

Gwerfyl was so affronted by one Foreigner – who was actually an Iraqi Top Doctor but I don’t know that Gwerfyl ever got as far as finding that out – that she declared a state of emergency. On the grounds that ‘He Stinks’. The Smelly Foreigner was such a problem that Gwerfyl sent up the distress flare whilst she was at Anglesey Airport waiting to go to Cardiff – probably to attend a conference on cultural competence, its not as if she could drive down or go on the train, she used to like to fly, with the paedophiles’ friends who double up as politicians in north Wales. I knew the person who witnessed Gwerfyl sending an e mail to her fellow Angel tutors headed ‘It’s an emergency, he stinks and is not to be allowed into the building’. He wasn’t either, the Grand Plan was to change the entry codes on the doors and not tell the Smelly Foreigner what the new codes were.

The Head of the School of Healthcare Sciences at the time was fully on board with the plan to lock the Smelly Foreigner out – that was Professor Jo Rycroft-Malone, who is now a member of the Betsi Board.

 

Like Donna, Gwerfyl Did Research. Namely research into cultural competence, for which she was funded by the Welsh Language Board, which at the time when the purse strings were loosed was Chaired by dear old Meri Huws, a paedophiles’ friend who worked as a community social worker in the 1980s for Gwynedd Social Services, in the community which included the Ty’r Felin children’s home in Bangor, where kids were abused and trafficked to Dolphin Square and other locations (see post ‘Are You Local?’).

Gwerfyl’s research into cultural competence consisted of producing a series of ‘briefing papers’, which were short simple leaflets in which guidance for conducting a research project at the level of a Bachelor’s student was printed in Welsh. I say a series – the plan was to produce a series, but I understood that only two briefing papers were ever produced. The first briefing paper was called, imaginatively, ‘Papur Brifio Un’ (Briefing Paper One). I read of Papur Brifio Un, it was hilarious and I couldn’t fathom how Gwerfyl managed to make so little work funded by the Welsh Language Board stretch over so long to write Papur Brifio Un. The following year I was told that Gwerfyl had produced ‘Papur Brifio Dau’ (Briefing Paper Two). When I asked my informant what was in Papur Brifio Dau, I was told ‘exactly the same crap that was in Papur Brifio Un’.

Then I accessed a document in which Gwerfyl had explained her dissemination strategy for her Research Into Cultural Competence. It was to take the Papurau Brifio to the National Eisteddfod and give them out to the visitors there. That was it. I could understand Gwerfyl using the Eisteddfod to promote a volume on Welsh literature, history etc and I know some very impressive work in the field of Welsh language scholarship which has been presented at the Eisteddfod, but I don’t think that Papur Brifio Un – or indeed Dau – fell into that category. And they certainly didn’t fall into the category of research into cultural competence in healthcare, so I’m not sure what Gwerfyl thought that she was doing.

Meri at the Welsh Language Board also gave Gwerfyl the dosh for a PhD studentship in the area of cultural competence in healthcare research. A very bright first language Welsh speaker was awarded the scholarship and Meri had her photo taken with him. He did not finish his PhD. Gwerfyl didn’t have the ability to supervise a PhD student, so Fiona Irvine supervised him and basically grabbed him by the neck and shook him about until his head fell off.

Did this disaster hold Gwerfyl back? Of course it didn’t. She applied for promotion and got it – simply on the grounds of time served. Gwerfyl was determined to get that promotion – she harboured massive resentment towards Bangor University and was telling everyone that they owed her. The reason was, according to Gwerfyl, that the University had mistreated her husband. He had been, many years previously, a lecturer in the maths dept and had been made redundant. The maths dept was one of the depts at UCNW that was closed as a result of Sir Peter Swinnerton-Dyer’s axe in the mid 1980s. The axe that was planned to murder the whole institution, but because the place was full of people who had facilitated or concealed the paedophile gang which supplied kids to Thatcher’s friend and Minister Sir Peter Morrison and Swinnerton-Dyer was reminded of this by PVC Prof Alwyn Roberts, only the drama, philosophy and maths depts got the chop (see post ‘Feet In Chains’).

So Gwerfyl was an Angel at the time of Peak Paedophilia in north Wales when all those investigations and inquiries inexplicably drew a blank and her husband worked with so many of those who were involved in it up to their eye-balls.

Someone else who owes their career as a paedophiles’ friend to Meri Huws is Sara Ryan. Sara Ryan was for many years the leader of the Independent Advocacy Association for mental health service users in Gwynedd. This was the Independent Advocacy Association which was funded by Gwynedd Health Authority, the North West Wales NHS Trust and I think Gwynedd County Council and which refused to support people with serious complaints. Including all those deaths that took place during Sara’s term of office. Sara had a colleague in the Independent Advocacy Association, a woman called Marilyn (or it might have been Marion). Sara and Marilyn/Marion were Strong Wimmin. Marilyn/Marion’s partner was a Service User herself and committed suicide. Marilyn/Marion suffered a breakdown and then disappeared from Bangor. Because she had been given a job as an Independent Advocate at Broadmoor Hospital, where Jimmy Savile  was sexually assaulting the patients. He must have quaked in his boots when Marilyn/Marion turned up.

Sara and Marilyn ran the utterly laughable Independent Advocacy Association throughout the Waterhouse Inquiry. As patients with evidence became destitute and were found dead.

Sara’s road to success had been the MA in Wimmin’s Studies that she did with Meri Huws! It was that which deemed her suitable for leading the Independent Advocacy Association which did what it was told by a gang of paedophiles.

So who got Marilyn/Marion the job at Broadmoor then?

Sara Ryan was responsible for the appointment of the volunteers who worked as advocates. Every single person appointed but one was a mental health patient who was dependent upon the ‘service’ for their benefits and what little ‘support’ there was. Furthermore Sara systematically selected patients who were passive and intimidated by the Top Doctors and the ones with no post-16 education. There were patients around with higher degrees who had been employed in professional jobs and patients who were very voluble about the appalling ‘service’, but Sara avoided them like the plague. Two volunteers who did dare speak out were dismissed.

There was one person taken on by Sara who was not a patient. That was the wife of a lecturer who had taught me when I was at UCNW, who was working there when the institution was run by paedophiles’ friends and when Gwynne the lobotomist and Dr D.G.E. Wood were sitting in the Student Health Centre assisting with the sex trafficking ring. The lecturer worked in the School of Plant Biology and was a colleague of Wood’s wife.

The wife of this man will have known much about the paedophiles’ friends and the wrongdoing of those who were employed in UCNW. She knew about another bunch of paedophiles’ friends as well – those in Anglesey County Council, because she had been a Councillor but they had treated her so badly that she stood down. Her explanation was that they were ‘sexist men’. No, they were assisting a gang of paedophiles, that was the problem. Who is this lady who conflates sexist men with a gang of paedophiles and who was of course deemed suitable for life as an Independent Advocate?

Step forward Angie Gliddon, whom I think recently joined Anglesey County Council again. After her faithful service to the paedophiles’ friends as an Independent Advocate, Angie hit the jackpot – she bagged a job in Bangor University as a clinical trials manager! Fergus Lowe ultimately oversaw such work in Bangor. So Angie was back safely in the arms of the paedophiles’ friends again…

I last saw Angie at a public lecture in Bangor given by two spokespeople for the NHS. The father of a young woman who had been a mental health patient who had died as a result of the most appalling clinical negligence had, in the questions part of the session, dared question those telling us how great the NHS is. I was so pissed off with the stream of propaganda that I didn’t dare say a word. On my way out of the lecture theatre, Angie walked past and said to me ‘ooh you can’t complain about the NHS can you, they’re so good’.

Angie you big invertebrate, in north Wales they are fucking dreadful and you know it. You sat in that Advocacy office for years knowing that patients were being seriously neglected, abused, exploited, fitted up for crimes and left to die and you didn’t say a thing. You also knew what was going on in UCNW in the 80s. You might not have liked those letters that Brown and me wrote which were published in the London based newspapers about what was happening to psychiatric patients, but don’t ever tell me that ‘they’re so good’. I am now living in hiding after being threatened by a man with a gun and attempts to run me off the road at high speed. And you were traumatised by a few ‘sexist men’…

Oh – I forgot. There’s a reason why Angie wouldn’t speak ill of the paedophiles. In the 1983 General Election, Angie stood as the Labour candidate for Anglesey.

Well you wouldn’t wanted to have screamed from the roof tops ‘Thatcher’s friend and the Tory MP for Chester is holding sex parties with kids in care in north Wales’ would you Angie? Because of all those people in the Labour Party who were involved in the cover-up as well. Like a bloody great Windbag who’s wife was a school teacher from Holyhead and who was networked into the paedophiles’ friends from her earliest years…

On 9 June 1983 Thatcher won the election. On 13 June 1983 she appointed Sir Peter Morrison as Minister of State for Employment.

Whilst Angie and her mates whinged on about the sins of those who voted Tory, within a year Brown and me were under attack because we had dared complain about one of those who was running the paedophile gang.

God save me from Strong Wimmin Who Care.

Another one of those about whom we really mustn’t complain is Vera Wilson. For many years Vera was a leading light among the Directors of the Welsh Ambulance Service, but she resigned in 2010. When Vera was involved with the Welsh Ambulance Service, I was shown a document which Vera had written. It was very Gwerfyl-like, a sort of Papur Brifio Un, in which Vera had tried to critique some work that the NHS had commissioned. The work was of a good standard but Vera had taken umbrage because the person who had written the plan didn’t do what Vera wanted. The key problem was that Vera knew absolutely nothing about the research that had been commissioned so was in no position to start raising objections. The person who had been obstructed by Vera told me that Vera was a well-known pain in the bum who clogged up committees in north Wales. I discovered that Vera was a member of the Betsi CHC – a notorious collection of paedophiles’ friends – and was also on the Board of Dwr Cymru/Welsh Water. I was however more interested in Vera’s involvement with the Air Ambulance service in Yorkshire of all places. I never found out what hold Vera had over the Air Ambulances of the UK, but Vera is listed as being a ‘Welsh Gov’t appointment’ with regard to her membership of the CHC. So she’s got dirt on someone which she is keeping under her hat.

 

Now to return to Cedar Court (see post ‘Feet In Chains’). I have now discovered a little bit more about this establishment, which was run by two psychiatrists and one of Dr Dafydd Alun Jones’s ex-wives and, I am told, was quietly transferring ‘problematic patients’ to The Priory.

Cedar Court was located in Colwyn Bay and it opened in 1997. It was a Child and Adolescent Mental Health Unit and replaced Gwynfa Unit when Gwynfa was closed. Gwynfa was the Child and Adolescent Mental Health Unit at Colwyn Bay which starred in the Waterhouse Report. Even Waterhouse had to admit that the abuse of the young people there was dreadful. They were pushed out of windows, beaten, buggered and raped. There had been complaints but they were ignored and the ones which resulted in injury and couldn’t be ignored were explained away or concealed (see post ‘Don’t Be Silly, He’s Nice’).

The Angel in charge of Gwynfa was an ex-Denbigh nurse, Nigel Mannering Berry. Berry lives in Colwyn Bay and is a leading light in the Colwyn Bay Masonic Hall. The psychiatrist attached to Gwynfa was Dr Barry Kiehn, who was employed by Gwynedd Health Authority. Most of the kids at Gwynfa were from Gwynedd rather than Clwyd.

It was realised that even Waterhouse was not going to be able to explain Gwynfa away and it was closed just after the Inquiry got underway. Cedar Court replaced it.

Guess what? Dafydd’s ex-wife and the two psychiatrists didn’t do a much better job than Nigel Berry and Dr Barry Kiehn, although for all I know, Khien might have been one of the Cedar Court psychiatrists. There was chaos and complaints, but Cedar Court remained open and young people continued to be sent there to be ‘helped’.

On 22 Dec 2005, HIW (Health Inspectorate Wales) issued a statement saying that Child and Adolescent Mental Health Services run by Conwy and Denbighshire NHS Trust were improving, despite the ‘pressure’ on them and that they were ‘generally good throughout’. Things were holding up as ever then, despite those bastard patients asking for services and creating ‘pressure’. Conwy and Denbighshire NHS Trust ran Cedar Court. The CEO of Conwy and Denbighshire NHS Trust was Gren Kershaw, a paedophiles’ friend with long record of service – in Yorkshire as well, before he ever got as far as north Wales (see post ‘How Much Do Staff Surveys Really Tell Us?’ and other posts).  The CEO of HIW at this time was Dr Peter Higson, who had previously been a clinical psychologist at the North Wales Hospital Denbigh, then the general manager of Denbigh, then the general manager of the mental health services across north Wales after Denbigh closed down. Higson is now the Chair of the Betsi Board – it was placed in special measures a year after he became Chair, as a result of the Tawel Fan Scandal.

Cedar Court then received a glowing report  in 2007 with regard to its ‘educational services’ for the young patients. They weren’t just ‘generally good throughout’, they were very good ‘with outstanding features’. This report was compiled by Estyn (the Welsh equivalent of Ofsted), the inspector concerned being Jim Phillips.

Obviously Cedar Court was the place to be if you were a young person with difficulties.

Yet Cedar Court closed its doors just a few years ago. Why was this place of wonder shut down? Er, another inspection resulted in a truly damning report. Facilities, staffing, buildings, all not just inadequate but ‘completely inappropriate’. So inappropriate that there had nearly been a revolution caused by some of the kids who had been unfortunate enough to be sent there. The situation was so bad that dear old Cedar Court couldn’t be saved by the usual answer to north Wales’s problems, ‘a pot of money’. No, Cedar Court was such a disgrace that it was considered irretrievable. It was closed and a brand new Unit at Abergele was built. The powerpoint of the Abergele Hospital plans looked wonderful. However they must have put one of Dafydd’s relatives in charge again, because there has already been a suicide of a teenager who was discharged when she should not have been and other problems.

Give it another 15 years of serious complaints, patient harm, suicides and glowing inspection reports and someone will finally discover that Abergele Hospital is not up to scratch and it will be explained that it is because of ‘funding and resources’.

 

 

 

Finally, I was delighted to hear a victim of ‘prejudice against young women’ interviewed this morning on the ‘Today’ programme, namely Charlotte Hogg, who lost her job as Deputy Governor of the Bank of England because she ‘forgot’ to declare a conflict of interest, precisely that her brother holds one of the most senior jobs at Barclays plc. Charlotte did admit that she had ‘made a mistake’, but she has now ‘bounced back’, because her training and career has taught her ‘resilience’. Although she has obviously been a victim of discrimination, the pretty little thing.

Here is the ‘training and career’ that has taught Charlotte ‘resilience’ that has enabled her to ‘bounce back’ after her ‘mistake:

Her father is 3rd Viscount Hailsham, Douglas Hogg, a former Tory MP and Gov’t Minister, who is both a hereditary peer and a life peer. Her mother, Baroness Sarah Hogg, is a life peer in her own right and was brought up on the family estate of Kettlethorpe Hall. Her grandfather was Quintin Hogg, Lord Hailsham, the paedophiles’ friend who appointed so many other paedophiles’ friends to very senior positions (see post ‘Feet In Chains’).

It was Douglas Hogg who was exposed in the Parliamentary expenses scandal in 2009 as having claimed for his moat to be cleaned on his expenses. Sarah Hogg was one of the Govt’s most senior advisers when the economy crashed on Black Monday in 1987. Ken Clarke admitted later that none of them saw it coming, knew why it had happened or had the foggiest idea what to do about it. Sarah Hogg knew what to do – she blamed the Bank of England, not herself or the Gov’t.

There’s Charlotte’s resilience for you. A result of centuries of privileged troughing and dreadful decisions blamed on anyone but a Hogg when the inevitable explosion happens.

 

 

My copy of the latest issue of the ‘London Review of Books’ arrived this morning and the main feature is a lengthy interview with Tariq Ali. Tariq does what he always does if he’s given media coverage – he bangs on at very great length about his revolutionary writing, his revolutionary thinking, his revolutionary actions and then provides a long analysis of why a revolution has not happened in the UK at any time during the last 6o years whilst Tariq has been working so hard to elicit one. Of course Tariq also mentions that his grandfather was the Prime Minister of the Punjab – but that their house was always full to the rafters with barefoot revolutionaries – and his time at Oxford, which only happened because his mum told him to go there.

Tariq drops the names of all the right people, reminisces about establishing ‘Black Dwarf’, mentions Vietnam and 1968 a few times and remembers that he knew a woman from Wales who planned to set up terrorist cells across Wales. Tariq has quite a good knowledge of north west Wales because he was a friend of Bertrand Russell, who spent the last part of his life living near Penrhyndeudraeth. Russell completely destroyed many of the members of his immediate family during his lifetime – frequently using the services of Top Doctors to do this – and was horribly sexually exploitative. Read the details in my post ‘So Who Was Angry About What?’. Russell was close to many of the paedophiles’ friends of a previous era, the generation just before Dafydd. Because of the way that things work in north Wales, many of Russell’s circle are linked to the paedophiles’ friends of recent years. Tariq Ali undoubtedly knew some of what was happening in north Wales, being acquainted with Russell, figures on the left and London life in the 60s, 70s and 80s.

You could have started the revolution if you had really wanted Tariq. All you needed to have done – like Angie Gliddon – was to grass up the criminals and the enormity of the crimes that Thatcher’s Gov’t was concealing. But that would have meant landing some of your less scrupulous mates in it because they were involved as well…

I’ve named everyone involved on this blog Tariq. I don’t ask readers for payment to access the info, it’s all here, free to anyone who wants to read it. I’ll come and join you when you open the revolution. If Mike Mansfield’s going to be joint-Che with you, let me know and I’ll bring the girls and gallons of champagne that Mr Mansfield needs to sustain himself whilst he’s being all leftie and radical. I presume that the revolution will be taking place near an agreeable restaurant? And of course within spitting distance of St Tommy’s Hospital, lest the UK’s finest Top Docs are needed should anyone be taken ill with revolutionary fervour, too much champers or high living. Ah – that’s the problem isn’t it – the revolution will involve a few sacrifices and a deal thrashed out with some of the most privileged people in the UK.

I have been perusing documents and academic publications regarding Ashworth Hospital, hence the comments that I recently added to my post ‘More Than Politics And Local Government’.

This blog has frequently touched on Ashworth. Its location on Merseyside resulted in the paedophiles’ friends of north Wales having a convenient and chummy relationship with that establishment. Dr Dafydd Alun Jones et al used Ashworth as a dustbin for the patients whom they could not silence through the mainstream psychiatric system or by the use of the Prison Service. Dr David Mawson, one of the first Top Doctors whom I met for a ‘second opinion’, was friendly but quietly ignored the evidence of Dafydd’s wrongdoing – David Mawson worked at Ashworth. Two members of staff at Bangor University who are well aware of Dafydd’s criminality – Professor Catherine Robinson and her former husband John Bailey – knew about the serious criminality at Ashworth (John worked there as a psychologist and Catherine worked at the North Wales Hospital, Denbigh). Stephen Rose, an abusive member of staff at the North Wales Hospital, was transferred to a position at Park Lane Hospital in 1987 (Ashworth was formed from the merger between Park Lane and Moss Side in 1989) and the clients of the monstrous Prestwood Homes who were very obviously being groomed for sex work nearly all came from Ashworth (see post ‘A Convenient Arrangement With The Private Sector’).

I was told about the horrors of Moss Side when I was an undergraduate. I heard stories from local people about it being a terrible place and concerns that young people from north Wales were being sent there despite having committed no crimes or very trivial ones. The thing that I was told repeatedly was that young people were locked up in solitary confinement in cells with no daylight for months on end. Again and again I heard that people were in Moss Side after having been accused of crimes ‘but they didn’t do it’. When I first heard these stories, like many people I presumed that one would HAVE to have done something quite serious to have ended up in Moss Side and that the relatives and friends of these teenagers banged up were probably finding to difficult to accept what their associates in Moss Side had done. I remember sharing a railway carriage with a lady from Chester to Bangor one day who started chatting to me along the lines of ‘my son’s about the same age as you’ who then told me the most dreadful story of him being sent to Moss Side ‘by the doctors’ when he was 17. The lady became very upset, told me that her son had been assaulted by the warders and that he had been kept in a cell with no windows for months. She explained that ‘they said that he did something to a girl but he didn’t’.

Because many of the people from whom I was hearing these stories were disadvantaged and had often had brushes with the law it took a while for the penny to drop, but eventually I realised that people in north Wales who didn’t have much money or education were being treated very badly by agencies like the NHS, the social services and the police. I didn’t know at that time that the NHS, social services and the police were concealing a paedophile gang and that anyone who complained about them would find that their lives became very difficult. It did become obvious though that benign but distressed people were being banged up after lies had been told about them – and that the mental health services were usually involved.

At one point the outrages at Moss Side made it as far as Esther’s ‘That’s Life’ programme. One episode featured the story of a teenaged girl with learning disabilities who had been locked up in Moss Side after I think ‘setting fire to the curtains’ in a children’s home. The usual themes were in evidence – an incident with the social services/ children’s services/mental health services the severity of which had been exaggerated and then incarceration in Moss Side in solitary confinement along with ill treatment from the staff. At about the same time Esther also reported on Holyrood House, a ‘home’ in Llandudno for people with mental health problems run by one of Dafydd’s friends, Margaret Richards. Patients were being beaten up by the resident ‘security man’ and the drugs cabinet was the responsibility of an addict from Liverpool. Esther stopped reporting such matters when she became a mental health and child abuse campaigner.

I then heard that Moss Side had closed. It had actually simply metamorphosed into Ashworth – the same Top Doctors were employed and the same bunch of thugs who had abused the patients.

There had always been very serious problems at Ashworth. Media reports stressed that the patients within were criminally insane or convicted criminals and the arrival of Ian Brady at Park Lane in 1985 after he was transferred from Gartree Prison fuelled the stereotype of the place being full of murdering loonies. Ian Brady’s presence at Park Lane from 1985 was certainly convenient for the paedophiles’ friends. Brady was handed over to Dafydd’s friends just when Alison Taylor, Mary Wynch and I were producing evidence of very serious criminality in north Wales on the part of Dafydd and the paedophiles’ friends. Obviously a news report only had to remind everyone that Ian Brady was in the institution where others were alleging injustice and brutality for allegations of wrongdoing on the part of the Top Doctors to be completely ignored. There were murders happening, but what can one expect from folk like Ian Brady.

The conduct of Ashworth staff (and the staff at its preceding institutions Park Lane and Moss Side) was probably unbelievable to those unacquainted with the institution. Most of the ‘nurses’ were members of the POA (Prison Officers Association) and many of them were involved in National Front activity. David Mawson and other former members of staff at Ashworth admitted to me that there was a full scale civil war between the Top Doctors, the psychologists and the POA. Neither of the three professional groups liked or respected each other and they were all mistreating the patients -many of the ‘nurses’ in the POA were simply thugs. Patients were routinely beaten, sexually assaulted as well as psychologically abused and patients who were known to be violent would be ‘accidentally’ left alone with more vulnerable patients with obvious consequences. There was an allegation that a patient had been beaten to death by staff and the POA also launched violent attacks on other staff – car tyres were slashed, paint was thrown, fires were set and death threats were sent. The targets were well aware that they were under attack by people who were involved in violent racist activity outside of the workplace and were basically frightened of them. The Top Doctors and psychologists claimed to be appalled by the POA but regular readers will know that they did not conduct themselves as they should have either – they were concealing the abuse of vulnerable people by the mental health services and organised child abuse. They also knew that some of those banged up had not committed the crimes of which they had been accused and were not dangerous as faithfully documented by everyone.

The first Public Inquiry into Ashworth was requested on 25 April 1991 by William Waldegrave, Secretary of State for Health in John Major’s Gov’t, after a TV documentary screened on 4 March 1991 alleged the serious ill-treatment of patients, including the death of a patient after a beating by staff. The Inquiry was Chaired by Louis Blom-Cooper QC.

Blom-Cooper’s previous included Chairing the Inquiry into the 1984 death of Jasmine Beckford, whilst she was in the care of Brent Social Services. Blom-Cooper’s panel included a community medicine specialist and the Assistant Director of Barnardo’s. A number of people involved with the North Wales Child Abuse Scandal had been employed by Barnardos. Blom-Cooper’s Report was submitted in  Dec 1985 and was highly critical of magistrates, teachers, health visitors and in particular social workers. He described Jasmine’s death as a ‘predictable and preventable homicide’. Blom-Cooper’s Report was submitted to Brent Borough Council and Brent Health Authority. I had always assumed that Blom-Cooper had been commissioned by the Gov’t to Chair that Inquiry – he hadn’t, it was Brent Borough Council who appointed him. At the time of Jasmine’s death and the submission of Blom-Cooper’s Report, Ken Livingstone, the leader of the GLC, was after the nomination for the Labour candidacy of the constituency of Brent East. The sitting MP Reg Freeson was Labour but he was a centrist and Ken was keen to oust him. Ken had friends in the constituency and was delighted when he did oust Reg and was elected himself as Labour MP for Brent East in 1987. If I know anything about Inquiries, whoever appointed Blom-Cooper will have only appointed him if they were confident that he would say the right things and point the finger at the right people and not at anyone in responsibility who might be severely embarrassed. In 1987 Paul Boateng was elected Labour MP for Brent South. Boateng had been an executive member of the NCCL whilst it was affiliated to PIE. His wife Janet was a social worker and Councillor in Lambeth and was Chair of Lambeth Social Services Committee when Tyra Henry was killed whilst in the care of Lambeth Social Services (see post ‘A Few More Who Might Be Able To Answer Questions’). Paul Boateng was working as a solicitor for B.M. Birnberg when Birnberg acted for Mary Wynch in her case against Dafydd and the paedophiles’ friends (see post ‘The Mary Wynch Case – Details’).

Louis Blom-Cooper was a Judge of the Court of Appeal of Jersey and Guernsey, 1988-96. In 2006 a major investigation began on Jersey into historical child abuse abuse. The allegations centred on the Haut de la Garenne children’s home where, some people alleged, terrible abuse had taken place which may have even included the murder of children. A few people were eventually convicted for assaults on children, but like some other recent high profile child abuse investigations, some people alleged that only a fraction of what had gone on had been uncovered whereas other people maintained that ridiculous hysterical allegations had been made. The police themselves admitted that the investigation had been ‘a mess’.

In 2006 Jimmy Savile began legal action against ‘The Sun’ after it alleged that he had visited Haut de la Garenne and had abused children there. Savile denied ever having visited Haut de la Garenne but then someone produced a photo of him there, surrounded by children and he remembered that he had been there after all.

Blom-Cooper was Chair of the Mental Health Act Commission, 1987-94 – the Mental Health Act Commission which colluded with and concealed the criminal activity of Dafydd and the paedophiles’ friends during those years. The Chief Executive of the Mental Health Act Commission, 1990-2000, was William Bingley. In his previous incarnation as legal director of MIND, 1985-1990, Bingley had also colluded with Dafydd and the paedophiles’ friends to conceal their wrongdoing. Blom-Cooper, William Bingley and the rest of the Mental Health Act Commission knew exactly what was happening at Park Lane, Moss Side, Ashworth and in the mental health units in north Wales.

Whilst Blom-Cooper and Bingley led the Mental Health Act Commission Jimmy Savile was a regular visitor to Ashworth. Savile was a personal friend of Thatch who was Prime Minister between May 1979-Nov 1990.

Blom-Cooper’s report into Ashworth was absolutely damning. It was published on 5 Aug 1992 when Viginia Bottomley was Secretary of State for Health. It inevitably elicited comments and headlines of the ‘never again’ variety and there was much discussion of a ‘rotten culture’ at Ashworth. The information was presented as though none of it was known to the authorities – it was.

Blom-Cooper maintained that Ashworth was irretrievable and ought to be closed. MIND echoed his call.

The Mental Health Act Commission was the body responsible for monitoring the use of the Mental Health Act and the patients’ welfare at Ashworth. The Mental Health Act Commission was one of the bodies which had been failing to respond to the pleas from the Ashworth patients and indeed to my own pleas concerning the criminal activity of the mental health services in north Wales. The Mental Health Act Commission’s office which covered north Wales was the Liverpoool office. The Liverpool office covered Ashworth as well. The man at the Liverpool office who was colluding with Dafydd and the paedophiles as well as the members of the National Front employed at Ashworth was David Ewart. Blom-Cooper’s fellow lawyers also knew what was happening. A charity called WISH (Women In Special Hospitals) was established in 1987 in an attempt to help the female patients – Helena Kennedy was involved with some of the cases taken up by WISH. Like Esther Rantzen, for some reason WISH didn’t publicise the brutality and sexual abuse to which the female patients in the special hospitals were subjected for long (see post ‘Close Your Eyes And Make A Wish’). WISH went very quiet in the mid-90s and remained quiet. Blom-Cooper knew how bad those institutions were. Waldegrave who commissioned the Inquiry and appointed Blom-Cooper to Chair it will have known. Waldegrave was a member of a Gov’t who had overseen appallingly corrupt practices in the Welsh Office in order to conceal the abuses of the paedophiles friends in north Wales. It was known that mental health patients in north Wales were ending up in Risley Remand Centre or Ashworth sometimes without even being convicted of any crimes at all if Dafydd and the paedophiles’ friends refused to treat them or maintained that they were ‘dangerous’.

Following the publication of Blom-Cooper’s Report the standard position of ‘we will change the culture and turn Ashworth around’ was adopted by Gov’t. All three special hospitals – Ashworth, Broadmoor and Rampton – were ordered to report directly to the NHS Chief Executive Alan Langlands. Langlands had worked in the NHS at a senior level for years – did anyone really think that a culture change would result from the involvement of a long serving NHS insider such as Langlands? The Social Services Inspectorate were ordered to conduct three inquiries into social work aspects at secure hospitals – the SSI which had colluded with the large scale neglect and abuse of children in care and the abuse of mental health patients before Blom-Cooper ever got near to Chairing an inquiry. It was the failings of the SSI which led to the death of Jasmine Beckford – which was followed by an inquiry Chaired by Louis Blom-Cooper…

In the mid-90s the HAS ( Health Advisory Service) – the Director of which was Dr Richard Williams – published a review of Ashworth stating that there had been ‘major advances’ made in the management of the hospital and that ‘great progress has been made in addressing the unhelpful aspects of the previous hospital culture’. The nation could rest easy once more. What had gone on was an aberration and of course the staff should never have behaved as they did but well those patients are criminally insane, it’s a difficult job looking after them, they’ve all killed children and things like that haven’t they, I don’t think that I could do that job…

In Sept 1996 Stephen Daggett, a long term Ashworth patient, absconded and got as far as Amsterdam. When Stephen got to Amsterdam he made a phone call and stated that he would give himself up if various allegations that he was making about Ashworth were investigated. Stephen had detailed them in a document entitled ‘My Concerns’. He made some incredibly serious allegations. Stephen claimed that the Personality Disorder Unit at Ashworth – consisting of five locked wards – was awash with porn (magazines as well as videos) and that a lot of it featured bestiality, sadomasochism or children. Daggatt also maintained that patients had access to drugs and alcohol pretty much whenever they wanted. Daggett claimed that an eight year old girl was being taken into the unit on a regular basis where she visited patients who were paedophiles.

The Fallon Report mentioned that the child identified as being at risk as a result of being taken into Ashworth was in the care of Bradford Social Services. It was stated that although the child was being groomed for the purposes of sexual activity, no sexual activity involving the little girl had taken place. Of course it hadn’t. In exactly the same way that St George’s Hospital Medical School reassured everyone in 1986 that their Professor of Paediatrics Oliver Brooke had never abused any of his patients after it became public knowledge that he’d been jailed for the possession of child porn which he had kept in his offices at the hospital. Bradford Social Services has been identified recently as having one hell of a problem with the abuse and trafficking of children it its care. It has been attributed to criminal gangs of Asian men, as opposed to criminal gangs of Top Doctors, lawyers, Gov’t regulatory bodies and charities.

Daggett gave himself up – only for the hospital to dismiss his concerns. However Daggett’s parents took the matter to their MP, the Labour MP for Halifax, Alice Mahon. It was only when  she compiled a 60 page dossier that Ministers listened. It was concluded that the ‘progress’ that Ashworth had made as documented by the Health Advisory Service not so long before must have ‘stopped’. As that bit of progress didn’t last long and couldn’t have amounted to much, one wonders what ‘great progress’ the HAS actually saw – I doubt that questions were ever asked about the discrepancy between the great progress as reported by the HAS and what Daggett alleged less than two years later. Ashworth later admitted that all of Daggett’s allegatons were true.

On 7 Feb 1997 John Major’s Secretary of State for Health Stephen Dorrell announced that there would be another inquiry into Ashworth, this time Chaired by His Honour Peter Fallon, a judge. The Inquiry team would consist of Peter Fallon, Professor Robert Bluglass, Professor Brian Edwards and Mr Granville Daniels.

Robert Bluglass has featured on this blog nearly as often as Dr Dafydd Alun Jones. Bluglass Chaired the investigation into my complaint about Dafydd and the paedophiles’ friends in north Wales in 1988 (see post ‘Enter Professor Robert Bluglass CBE’). Bluglass ignored huge parts of my complaint completely, including everything relating to Dr Tony Francis (Dr X) and Gwynedd Social Services. He received written and oral evidence from staff at the North Wales Hospital Denbigh that Dafydd had indeed had me unlawfully arrested and illegally imprisoned but Bluglass failed to state categorically that Dafydd had broken the law in his report. Bluglass stated as fact every one of the barefaced lies that Dafydd had told about me, although I could demonstrate that Dafydd was not telling the truth. Every point that I made was noted by Bluglass as a ‘claim’ – every lie that Dafydd told was documented as fact.

Bluglass was the man who wrote the Mental Health Act which Dafydd had broken. William Bingley had written the code of practice to accompany the Mental Health Act which Dafydd had broken.

Bluglass concluded his report into my complaint by stating that the paedophiles’ friends were caring people who could not be expected to put up with my ‘harassment’ and that I had caused them great annoyance. Bluglass was a close colleague both of some of the people with whom Dafydd had trained at the Maudsley and of Tony Francis’s former boss. I later received correspondence from someone whose mentally ill son had been murdered in a young offenders institution – Bluglass Chaired the inquiry into his death. This young man’s parents told me that Bluglass used exactly the same techniques in that investigation to exonerate the institution which he used to conceal Dafydd’s criminality. Their son should never have been in the young offenders institution – he had not been convicted of a crime, he was on remand following a trivial untrue allegation because no-one found him a bed in a hospital – in the same way that I should never have been banged up in Denbigh. Yet Bluglass wrote about both of us as though we were legally detained people who had been convicted. Bluglass wrote about me ‘absconding from Denbigh’. Yes I did escape – but I was being held illegally, so the staff actually broke the law all over again when they physically dragged me back into the hospital. As far as Bluglass was concerned this incident was akin to a breakout from Wormwood Scrubs. The son of the couple who wrote to me had a degree in astrophysics from Cambridge, but had taken a job as a bin man because he wanted to work after a period of illness. Bluglass made much of the fact that the dead man was a bin man and noted that he was ‘dirty’. Bluglass had ‘misheard’ – he had been told that the dead man was ‘thirty’. So Bluglass was investigating the death of a smelly old dustbin man who was in prison after committing a crime, not the brutal murder – the murderer ate part of the young man’s body – of a Cambridge graduate who was trying to recover from a serious illness and who should never have been in the institution .

Professor Brian Edwards was the Professor of Healthcare Development at the University of Sheffield and the former General Manager, Trent Regional Health Authority and Regional Director (West Midlands). It is highly likely that Edwards knew Bluglass – Bluglass had been a leading light in the NHS in the West Midlands for many years and was the Chairman of one of the NHS authorities there. Furthermore, one of the senior nurses who worked at Ysbyty Gwynedd and who will have known what Dafydd and the paedophiles were up to ended up as a Professor of Nursing at the University of Sheffield.

Granville Daniels was General Manager of the Millbrook Mental Health Unit, Central Nottinghamshire NHS Trust.

Fallon’s panel were supplied with a legal team which included  John Royce QC, who is now Sir John Royce, a High Court judge. Royce attended the Leys School, the headmaster of which was Alan Barker, the husband of Baroness Jean Trumpington. Before taking up the post as head of the Leys School, Barker was a master at Eton. Barker taught Douglas Hurd at Eton, who remained a close friend of Barker’s until Barker died. Hurd himself later gave Trumpington at least one of her jobs in politics and Trumpington was the junior Health Minister who appointed Jimmy Savile to the Management Board of Broadmoor. Hurd was Home Secretary in Margaret Thatcher’s Gov’t, 1985-89. So Hurd was responsible for the prison service when Dafydd and Dr Tony Francis tried to have me framed for ‘trying to stab a doctor’ and sent to Risley Remand Centre – David Ewart from the Mental Health Act Commission was involved with the plan and believed that it had worked and that I had been imprisoned in Risley (see post ‘Workers Play Time’). Hurd was Home Secretary in the Gov’t in which Sir Peter Morrison also served, whilst Morrison sexually molested children in care in north Wales. After the Leys School, Sir John Royce went to Trinity Hall, Cambridge. Royce presided over the 2009 Plymouth child abuse trial – the defendants received IPPs (indeterminate sentences for public protection). IPPs were introduced under Blair’s Gov’t by Home Secretary David Blunkett in the wake of Blair’s concerns about Dangerous Mad People. They were abolished in 2010 after it was discovered that some of the people being imprisoned without limit of time weren’t that dangerous and had only committed trivial offences – as a result of mental health problems. Royce also presided over the 2013 trial of the rock singer Ian Watkins whom he sentenced for a string of offences against babies and young children. Watkins’s girlfriend had told the police of her concerns that Watkins was a paedophile but she was ignored. So were the concerns of six other people. An IPCC report stated that South Wales Police ‘missed opportunities’ to stop Watkins.

The Secretary to the Fallon Inquiry panel was a Dr Tim Baxter. I think that it was the Dr Tim Baxter who joined the Department of Health in 1991 and who was appointed Deputy Director of the Public Health Development Unit in 2010 – in 2016 Tim became Deputy Director for Healthy Behaviours. That will be something to do with ‘Nudge’ – hey Tim haven’t you noticed that ‘Nudge’ doesn’t work in an endemically corrupt health and welfare service which pathologises the patients? In 2009 Tim took a year out to work as the Director of Strategy at University Hospital Lewisham NHS Trust.

The Fallon Report, published in Jan 1999, was every bit as damning as Blom-Cooper’s Report had been – Paul Lever, who had been the Chair of Ashworth Hospital Authority for the past three years, resigned upon the Report’s publication. The acting Chief Executive of Ashworth Peter Clarke claimed that ‘significant changes had been made’.

The Fallon Report concentrated particularly on Lawrence ward in the Personality Disorder Unit. A raid on Lawrence ward on 17 Jan 1997 discovered that the ward shop contained 41 hard core porn videos. More than 800 videos were found on the ward, 700 of which had been recently wiped or had traces of porn recordings. The porn included bestiality, sadomasochism and child abuse. The ward also contained a video machine for copying. In one patient’s room alone there were 225 videos. Women’s and children’s underwear was also discovered on the ward and one patient was running a ‘computer consultancy business’. Searches of the ward were irregular to say the least. During one search, the nurse conducting the search sat down on the bed and read the patient’s porn and upon leaving the room marked down the porn as part of the search.

The Fallon Report was highly critical of Charles Kaye, the Chief Executive of the Special Hospitals Service Authority. Five members of staff were suspended including Ashworth’s Chief Executive Janice Miles. Miles was subsequently cleared by an internal investigation in July 1997 but resigned anyway. Janice Miles’s successor was Dr Hilary Hodge who resigned herself one year later. The Top Docs at Ashworth expressed ‘grave concerns’ about Hilary’s management style.

The Fallon Report made it clear that what had been discovered in the Personality Disorder Unit – particularly on Lawrence ward – was deeply shocking. The whole thrust of the Fallon Report was that the Personality Disorder Unit was full of twisted offenders obsessed with sex who had ‘taken over’ the Unit – it was stated that the Unit was ‘effectively run’ by the 115 inmates rather than by the staff and that a ‘therapeutic nihilism’ prevailed as a result of staff beliefs that the patients were untreatable. Where did the idea that people with personality disorders are untreatable come from? Er – from Robert Bluglass and his colleagues. Again and again in everything that Bluglass et al have ever published it is stressed how incorrigible and what recidivists these patients are – indeed part of the process of diagnosing a patient with a personality disorder is the belief that the patient will not respond to treatment. The Report notes that what was discovered at Ashworth was ‘scandalous’ but ‘scandalous behaviour’ and ‘personality disorders’ tend to go hand in hand. Therapeutic nihilism anyone?

At least one of the people who compiled this Report – Bluglass – just a few years previously had concealed the serious criminal activity of a psychiatrist who was sexually exploiting patients and facilitating a paedophile ring. Furthermore, as part of the cover-up of Dafydd’s activities, Bluglass was happy to agree with Dafydd that I had a personality disorder and then went on to make silly Gothic horror comments about me being destined for a ward for the criminally insane – perhaps he had Lawrence ward in mind for me. When Bluglass was asked to investigate a murder of a patient at Ashworth, his team consisted of one of the senior nurses from his own unit in Birmingham, the Reaside Clinic – and a senior nurse from Clwyd Health Authority, who was also concealing Dafydd’s criminal activity. Dafydd was sending both patients and his own abusive staff to Ashworth Hospital.

There are a few other familiar names mentioned in the Fallon Report. A William Bingley was called upon in his capacity as the Chief Executive of the Mental Health Act Commission. It was explained that one of the founders of the Personality Disorder Unit in 1982 was Dr Chris Hunter. In 1989 Chris Hunter felt able to hold a ‘case conference’ about me in Gwynedd, without my knowledge or consent, whilst I was living and working in London. Chris Hunter at that time worked in south Wales. The case conference received evidence about me from Dr Tony Francis – who had already perjured himself in Court in an attempt to secure convictions against me – and two employees of Gwynedd Social Services, Keith Fearns and Jackie Brandt, who had also previously perjured themselves in Court in order to obtain a High Court injunction against me. When Fearns gave his evidence at the case conference, I had never met him. I had met Brandt once – when she unlawfully detained me at Ysbyty Gwynedd (see post ‘A Very Cosy Relationship – And Some Serious Smears’). At this time, there was a paedophile ring operating within Gwynedd Social Services. Chris Hunter’s conclusion from the case conference was that I was ‘extremely dangerous’ and he offered to write a Court report about me. I was not facing any outstanding charges when he made this offer. For full details of these extraordinary events, see post ‘The Night Of The (Dr Chris) Hunter’. I have seen references elsewhere to a Dr Hunter who was Clinical Director of Ashworth at one point – presumably this is the Dr Hunter whom I never even knew existed until last summer when my lawyer forwarded the poisonous nonsense that he wrote about me years ago. Other people knew about Chris Hunter denouncing me as extremely dangerous though – Dafydd and Tony Francis told the occupational physician at St George’s Hospital Medical School where I worked that I had been assessed as being extremely dangerous by a forensic psychiatrist.

So the Clinical Director of Ashworth and the founder of the Unit under investigation had concealed a paedophile ring and a member of the Fallon Inquiry panel had concealed the same paedophile ring – and the victims of the ring which they had concealed were being diagnosed with personality disorders and sent to the Unit under investigation. Things aren’t looking too good for you are they Bluglass?

Are we really surprised that business was not being conducted at Ashworth as it should have been?

I think that we should also be very sceptical of Fallon et al’s claim that the Unit was being run by the ‘inmates’. This was a hospital where the ‘nurses’ were members of the National Front, conducted violent campaigns of terror against their own colleagues as well as patients and had beaten a patient to death. Jimmy Savile dropped by whenever he felt like it and is suspected of having abused patients. The patients were locked inside a high security prison and ‘restrained’ and drugged whenever the members of the National Front felt like it. Now how exactly did the patients manage to take over that Unit? Why was that Unit teaming with porn? The clue was in the account of the ‘search’ that was given earlier – porn was getting into that hospital because the ‘nurses’ were reading and watching it alongside the patients.  If in the North Wales Hospital Dafydd could encourage teenagers to have sex with each other as part of their ‘therapy’ and the Angels would gather around to watch the live action, pretty much anything could have gone on at Ashworth. The Top Doctors and Angels were sicker than and every bit as criminal as the patients and that was the problem. That was why nothing ever improved at Ashworth. I’m sure that the senior managers were hopeless, but at least they resigned after every scandal – the Top Doctors didn’t, they stayed in post and within months, bingo, another scandal.

The solution to every scandal was to stress how dangerous the patients were – no-one ever mentioned that some of those patients had NEVER committed any crimes, they had just been banged up because Chris Hunter et al declared them dangerous on the basis of evidence from a paedophile gang. I am not denying that there are some patients who are dangerous in institutions like Ashworth – although why they have evolved into the people that they are has certainly never been explained by the Top Doctors – but the general public would be horrified if they actually knew the circumstances in which some patients in Ashworth had been sent there. For women patients it is very often because it is they who have been repeatedly sexually assaulted – often as kids in care – and they simply spend so much time injuring themselves or trying to kill themselves that no ‘ordinary’ mental health unit (most of which are grossly inadequate anyway) will accept them. Dafydd, Bluglass and Chris Hunter are not the answer to their problems.

The general public do not know that people like Dafydd, Bluglass and Chris Hunter are the ‘experts’ upon whose opinion the Courts and the Gov’t rely, so of course after the Fallon Report we heard a great deal about Dangerous Untreatable Patients. There were of course changes in the management at Ashworth.

BBC News in March 1999 reported that Laura Roberts, the executive director of Trafford Healthcare NHS Trust, would spend the next year as Assistant Chief Executive at Ashworth to draw up proposals demanded by Secretary of State for Health Frank Dobson. Dobson had described matters at Ashworth as a ‘systematic shambles’. That’s the Frank Dobson who ignored the abuse of kids in care and the systematic shambles that was the mental health services on his own doorstep in Camden (see post ‘The Most Dangerous Man In The World – Part IV).

The Waterhouse Report contains references to people employed in the social services in north Wales whilst the paedophile gang raged within those services who had connections to Trafford.

The Fallon Report was manna from heaven to Blair’s Gov’t. Blair’s use of the ‘rights and responsibilities’ discourse left people with severe mental health problems in a very difficult position – they were constantly urged to ‘take responsibility’, even when their clinical condition meant that they were unable to do this. Extreme stupidities resulted such as people sectioned under the Mental Health Act being charged by the police because they had shouted or sworn at Angels or suicidal people being served with ASBOs for repeatedly attempting suicide and then being imprisoned when they attempted suicide again and broke the ASBO. The Hergest Unit demanded that the police threaten a teenaged girl who was both psychotic and sectioned with arrest because she kept dialing 999. The Angels told the police officer that the seriously ill young woman sitting in a locked ward had to ‘made to take responsibility’. For all the rubbish spouted about ‘service user involvement’, New Labour’s authoritarianism and the continued use of the mental health services to conceal organised child sexual abuse left ‘service users’ in an increasingly difficult position. More and more people found themselves diagnosed with ‘untreatable personality disorders’ including people who had received other diagnoses years previously which had never been questioned. In north Wales at least it was very obvious that people were receiving a diagnosis of personality disorder when the Top Doctors simply didn’t want to treat them – often because the patient had made a complaint.

In tandem with this, there was more and more discussion about patients with DANGEROUS personality disorders and legislation proposed to incarcerate people diagnosed as such even if they had never committed a crime. Something interesting happened as a result. Top Docs such as Bluglass – who had spent much of their career maintaining that personality disordered patients were untreatable but nonetheless dangerous and who could therefore be incarcerated by Bluglass et al if it was convenient for them – collided with the Gov’t. Blair and his Home Secretaries such as Jack Straw and David Blunkett decided that all these personality disordered people had to be Treated and the Top Docs were the ones to do it. Of course the beauty of the notion of a personality disorder is that it is entirely in the eye of the Top Doctor – patients would find that if it was of benefit to the Top Doctors for them to be sectioned and treated, then that would happen. However if the NHS then wanted to wash its hands of them, within hours the sort of disorder that they were allegedly suffering from had turned into a personality disorder which would not benefit from intervention by a Top Doctor and they’d be discharged with no support. When Blair mentioned the possibility of obliging Top Doctors to treat personality disordered patients the Top Doctors went apeshit and MPs reported receiving thousands of furious letters from Top Doctors stating that they would not treat these patients no matter what legislation was passed and that was that. Later on in 2003 the Gov’t published a policy document, ‘Personality Disorder: No Longer A Diagnosis of Exclusion’. The Top Docs were as good as their word – the document was ignored and personality disorder continued to most definitely be a diagnosis of exclusion.

So when the Fallon Report was published with its sorry story of Dangerous Criminals taking over a high security hospital and maxing out on porn, drugs and booze, the response of Blair’s Gov’t was to turn its attention to matters of security rather than to therapy or treatment – well Bluglass himself had told everyone for years that personality disorders were untreatable and that these patients Don’t Change. In the wake of the Fallon Report Blair’s Health Secretary ordered a review of security in the high security hospitals to be led by Sir Richard Tilt, the former Director General of the Prison Service. Tilt’s panel did  not include any clinicians.

Sir Richard Tilt was educated at the University of Nottingham and joined the Prison Service in 1966 as as Assistant Governor. He became a Governor, including of Bedford Prison and Gartree Prison in Leicester. He was DG of the Prison Service, 1996-99.

Whilst Tilt was helping to run the prison service he didn’t have much to boast about. There was the dreadful state of the buildings, the long-lasting shame of slopping out, the bullying and the violence, the riots, the self-injury and the suicides, the enormous drug problem, prisoners spending almost 24 hours in their cells with absolutely nothing to occupy them, the constant dreadful reports from HM Inspector of Prisons and the admission that the UK prisons were far worse than those in most of the rest of Europe.

So Richard was obviously just the man to advise on three high security hospitals which were in an even worse state than the prisons and which were giving Jimmy Savile free reign.

Richard picked up his knighthood in 1999 and was appointed a member of the Sentencing Advisory Panel.

In April 2000 Tilt became the Chair of Northamptonshire Health Authority. Between 2002-06 Tilt was Chair of Leicestershire, Northamptonshire and Rutland Strategic Health Authority.

In Jan 2005 BBC News reported that in 2002 Dale Pick, a ‘paranoid schizophrenic’, was allowed to leave Beaumont ward, Bradgate Mental Health Unit in Leicester, although some staff had warned that he was unwell and he had told them that he was hearing voices telling him to hurt other people. Eight days later Mr Pick stabbed Michael Doherty to death in an alley in Leicester. Mr Pick was convicted of manslaughter but with diminished responsibility and was detained under a hospital order by the Courts. An independent report into the care of Mr Pick noted that there were bed shortages at the Leicestershire Partnership NHS Trust and that Beaumont ward had not had a consultant psychiatrist for five years. Richard Tilt the Chair of the Strategic Health Authority responsible offered a ‘full apology’, admitted ‘a catalogue of errors’, stated that it was ‘a tragic case and one which we must learn from’ and that ‘some aspects of the care provided to Mr Pick by the mental health service could and should have been better’.

In Oct 2006 Tilt took up the appointment of Chair of Northamptonshire Primary Care Trust. The minutes of the Board meeting of 13 Oct 2006 list ‘representatives of mental health users and carers and members of the public’ as ‘being in attendance’.  One item on the agenda was the consultation outcome on the proposed changes to the mental health services. The appropriately named Pat McCarthy – a senior manager who was also the Trust’s Mental Health Commissioner – mentioned that there had been a big response from service users, carers, members of the public and staff to the consultation. There was unanimous opposition to the proposals to close down certain services and letters and petitions had been submitted expressing fears that both patients and the public would be put at risk. The Board members ‘were sympathetic’ but ‘felt they had been given no other viable options which would achieve financial balance’ – the Trust was deeply in debt.

There is a clue as to why the Trust was so deeply in dept. At the same Board meeting the Board supported the Full Business Case for the PFI scheme for the modernisation of the inpatient facilities at the Princess Marina Hospital site. Northamptonshire Health Authority had previously supported the Outline Business Case in 1998. Pat McCarthy assured the Board that this significant capital investment was part of the long term mental health strategy and had been for several years.

At the same meeting the Board discussed the Financial Recovery Plan for the Trust.

Richard Tilt had such a following that, as I discovered from a copy of a newsletter produced by Oxleas NHS Trust Newsletter, Winter 2013/14, Issue 33, ‘Oxleas Exchange, Speaking Up For Others’, a thing called the ‘Tilt Project’ was named after him. The Tilt Project is described as ‘high support residential care for men with a history of complex and challenging mental illness who have spent long periods in hospital following contact with the criminal justice system’. An example of a ‘Tilt Success Story’ was given, namely Steve. Steve was physically and sexually abused as a child and since the age of 17 has spent 7 years in prison and 11 years in Broadmoor. Presumably Sir Richard would want Steve kept banged up in conditions of maximum security. If Steve spent 11 years in Broadmoor at least some of that time will have been during the Savile years although Speaking Up For Others didn’t speak up about that.

The story foregrounded by the Oxleas Exchange wasn’t the Tilt Project and Steve the success story though, it was a story about one of the Angels – Nina – who is employed by Oxleas attending a ‘prestigious awards ceremony’ held by the ‘Nursing Times’ at a Top London Hotel (the Grosvenor House Hotel). There is a photo of Nina and other ‘Nursing Times’ nominees drinking champers in the plush surroundings of the Grosvenor House Hotel. That wasn’t all that Nina had been up to – Nina had been to Clarence House to meet Prince Charles. Nina is one of the Oxleas team ‘looking after prisoners’ at Maidstone Prison. The dire reports that continue to emanate from the Prison Service, particularly concerning prisoners medical care, suggests that Nina and her colleagues aren’t very effective. But awards ceremonies at sumptuous hotels attended by NHS staff during which champagne is drunk is what healthcare is all about these days. I am not suggesting that NHS staff should not enjoy themselves or indeed be recognised when they really have achieved something, but a quick scan of publications like ‘Nursing Times’ or ‘HSJ’ (Health Services Journal) or indeed the websites of NHS Trusts demonstrate that awards are being given out constantly at over the top ceremonies including to people whose track record is failure and the neglect of patients in very troubled services. I have received e mails from people asking me if I know that the Betsi Cadwaladr University Health Board – currently in special measures after a major scandal involving the abuse of mental health patients – is constantly picking up awards for its ‘excellent’ mental health services. I was told last week that the Betsi has now been given an award for its ‘control of violence and abuse’ work – this is a Board whose mental health services have been dogged for years by patients complaining of having been assaulted by the staff. The Betsi remained firmly in denial until an undercover recording made by a whistlelower showed naked patients crawling around on floors covered in urine and faeces whilst nurses swore at them. One patient had an untreated broken arm. The only member of staff disciplined was the nurse who blew the whistle – she was sacked, arrested, suspended by the NMC and received death threats.

 

Sir Richard Tilt was a Governor of De Montfort University, 2001-10 – during which time De Montfort University was a very unhappy place. He was Chair of the Social Security Advisory Committee and was the Social Fund Commissioner for Great Britain and N Ireland, 2000-10.

Richard Tilt has been a Trustee and a Patron of the Lucy Faithfull Foundation, which claims to support paedophiles to change their behaviour. Unfortunately the Lucy Faithfull Foundation doesn’t offer any concrete support or counselling for paedophiles at all – I know someone who was supporting a paedophile who desperately wanted to change his behaviour and they drew a complete blank with the dear old Lucy Faithfull Foundation. That’ll be OK with Richard though – the prison service doesn’t offer any help to change paedophiles’ behaviour either, it just bangs them up for a few years then sends them back out into a society containing people who beat them up if it is discovered why they were imprisoned.

Another Patron of the Lucy Faithfull Foundation is Richard Monk, a former Commander at Scotland Yard who established the first paedophile squad. That will be the squad which discovered that it had a few paedophiles in its ranks and were using the seized material for their own gratification. The Lucy Faithfull Foundation hit the jackpot with another Patron though – it is none other than Valerie Howarth, whom Esther appointed Chief Executive of Childline. Howarth was friends with Esther’s sister who was a social worker at Lambeth – Howarth had been her boss, whilst Lambeth children’s services were rife with abuse. Howarth left Lambeth and moved to Brent as Director of Social Services – Howarth was Director when Jasmine Beckford was killed. Howarth is now in the Lords.

In 2012 Sir Richard was appointed Chair of the Internet Watch Foundation, an organisation which seeks to reduce the availability of child porn on the web.

The Tilt Report was published in 2000 and it made the Top Doctors very, very cross because its emphasis was entirely on ramping up the security in Ashworth, Broadmoor and Rampton. Blair’s Gov’t implemented all of the more than 80 recommendations in the Report. This was confirmed by Jacqui Smith, then the Minister of State for Health, in the Commons. Jacqui Smith subsequently became Home Secretary and was a source of national entertainment when it was revealed that her husband had hired porn films and claimed for them on Smith’s Parliamentary expenses.

The publication of Tilt’s Report was greeted by the Top Doctors suddenly coming over all compassionate about patients whom they had spent decades loathing. Didn’t Richard Tilt understand that Therapy Matters and how could Trust be built up and Therapy take place with all this emphasis on locking patients in their rooms in buildings surrounded by high fences with dogs patrolling? The Top Docs forgot about all the beatings and the patients dying at the hands of the staff. It is tempting to suggest that perhaps they feared that the sordid role that some of them were playing in concealing paedophile gangs and the sexploitation of patients might emerge if a shift towards nothing but custody took place – there’d be no excuse for taking porn into the hospitals or discussing sex with patients or spending endless hours in Therapy with the purpose of tying the patient up in knots because they had complained about being molested whilst in care or at the hands of a Top Doctor…It will also have been territorial of course, nothing galvanises the Top Doctors like a threat to take some of their power away from them.

In 2003 the Top Doctors took to the British Journal of Psychiatry to argue the toss with Tilt – the row was kicked off by Professor John Gunn and Dr Tim Exworthy who came out in defence of the oppressed patients. Did Gunn and Exworthy have a track record in liberating those deemed criminally insane? No.

John Gunn is the Emeritus Professor of Forensic Psychiatry at the Institute of Psychiatry, King’s College, London. Gunn undertook his medical training at the University of Birmingham, 1956-61 and his training in psychiatry at the Maudsley/Institute of Psychiatry, 1963-66. So Gunn may well have been at the Maudsley when Dafydd was ‘training’ there then. Gunn was a senior registrar at the Maudsley, 1965-71 and then a consultant, 1972-2002. He was Clinical Director of Forensic Psychiatric Services, 1993-95. Gunn was Professor of Forensic Psychiatry, Institute of Psychiatry, King’s College Hospital, 1978-02 and Emeritus Professor after 2002.

So Gunn was at the Maudsley whilst leading lights there such as Bob Hobson and Paul Bowden concealed the criminality of Dafydd and continued to provide him with glowing testimonies when people like me raised concerns or made complaints about him. Psychiatrists at the Maudsley colluded with and concealed organised child abuse for years and dear old Raj Persaud spent many enjoyable years working there whilst he plagiarised other people’s work. Gunn was a leading figure in UK forensic psychiatry whilst Jimmy Savile was appointed the manager of Broadmoor and allowed to abuse patients in the special hospitals as he wished. Like Bluglass – whom he will have known – Gunn will have been fully aware that forensic psychiatrists were perjuring themselves and that innocent people were ending up in prison or in high security psychiatric hospitals for decades as a result.

Between 1976-78 John Gunn was employed by the DHSS as the Director of the Special Hospitals Research Unit. At the time the special hospitals were murderous places answerable to absolutely no-one. I can only imagine what ‘research’ took place in them under Gunn.

Gunn is a member of the Athenaeum – as was Savile, whose job at Broadmoor was arranged over a clubbable meeting with some senior civil servants from the DHSS which was held there.

In 2006 John Gunn was appointed a member of the Parole Board of England and Wales, which had previously counted Robert Bluglass, Chris Hunter, David Mawson and Colin Berry – the man who assisted Bluglass in concealing Dafydd’s criminality in 1988 – among its members.

Dr Tim Exworthy is a forensic psychiatrist who qualified at Guy’s Hospital Medical School in 1985 and has worked in many different places, including at Broadmoor where he spent five years as a consultant. He spent many years as a visiting senior lecturer at the Institute of Psychiatry and was Clinical Director and consultant forensic psychiatrist at St Andrew’s Healthcare, 2011-17. St Andrew’s Healthcare describes itself as a charity which provides mental healthcare but the main feature on its website is a search facility allowing people to find various psychiatrists, so St Andrew’s Healthcare seems to act as a referral centre for Top Doctors.

In Sept 2017 Tim ‘joined the team’ at Cygnet Stevenage as a consultant forensic psychiatrist. Tim mentions on their website that he’d previously worked with some of the team at Cygnet before! Cygnet is an American medical company which is currently rapidly expanding and colonising the UK mental healthcare market. The Medical Director of Cygnet is Robert Kehoe, who wrote even more lies about me than other ‘expert witnesses’. Kehoe managed to include in his ‘report’ – which was so full of elementary errors that Brown suspects that Kehoe didn’t actually write it himself but delegated the task to someone else who may not have even been medically qualified – that Brown was a ‘mental health professional’ whom I ‘was infatuated with’. Before Kehoe – or someone else – wrote the pack of lies he had been supplied with detailed statements from people who had witnessed the years of neglect, threats and harassment that I had received from the mental health services in north Wales. One of those statements was from Brown who explained that we had known each other since the sixth form and used to live together. For further details of Kehoe’s work of art see posts ‘An Expert In Resistant Service Users’ and ‘A Very Succinct E Mail From A Reader’. One of Kehoe’s Cygnet hospitals in Yorkshire advertises itself as specialising in ‘resistant service users’ – presumably those service users who, along with their lifelong friends who double up as mental health professionals with whom they are infatuated, have acquired masses of documentation demonstrating that the Top Doctors have involved themselves in very serious crime. Some Cygnet hospitals provide ‘services’ for learning disabled service users. People with learning disabilities do not usually suffer from mental health problems – the purpose of a psychiatrist in a unit for learning disabled people is to prescribe the huge quantities of anti-psychotics with which they are dosed up to ‘calm them down’ ie. chemically cosh them when they are distressed, sometimes because they are being abused by the staff.

Tim has a Masters in Mental Health Law from Northumbria University, is a member of the Mental Health and Disability Committee at the Law Society and is also the Chair of the Special Committee on Human Rights at the Royal College of Psychiatrists, 2006-12.

Tim’s principal medico-legal interest is in the assessment of restricted patients as part of their application to Mental Health Tribunals.

Another person who put pen to paper in 2000 regarding the Tilt Report – but who spouted off in the Guardian rather than the British Journal of Psychiatry – was Ray Rowden. Rowden worked at the Dept of Health as Director of Commissioning for the high security psychiatric hospitals, 1993-95. Rowden then ‘supervised’ those hospitals whilst Savile was busy inside of them.

Rowden left school with no qualifications and worked as a painter and decorator until he decided to become a psychiatric nurse in 1970. Rowden began his training at St Augustine’s Hospital Canterbury where we are told he helped expose scandalously inadequate care which prompted an inquiry. This may well have been true – there were a number of student nurses in the late 60s and 70s who did create a stink about the abuse of patients. Sadly some of those students used their early deeds to gain credibility and kudos which they used as an umbrella in the later stages of their careers when they concealed serious wrongdoing themselves.

I know of one former social worker in north Wales who definitely knows who was involved in the paedophile ring that operated in the region and who knew about the criminality of Dafydd and the paedophiles’ friends – he told me that he was one of the students who helped expose the Ely Hospital Scandal. This man later became a social work tutor in north Wales and then the Director of the Vale of Clwyd MIND. He is not as dim as many of his colleagues and he knew just how serious the wrongdoing on the part of numerous people and institutions – including MIND – was. It was actually far worse than the Ely Hospital Scandal. He has kept completely silent. I was told by another Gwynedd social worker – who has also been a Gwynedd County Councillor for many years – that of course he was never involved in the abuse of children in care and that he gave evidence against his colleagues at the Waterhouse Inquiry. I can’t find any references to this man’s evidence in the Waterhouse Report and furthermore no-one at the Inquiry except for the former residents of the children’s homes admitted that any abuse had happened. Everybody else lied – it was a case of I know nuzzing on the part of everyone.  The people who wouldn’t collude with or conceal what was happening to those kids simply left their jobs – the only whistleblower was Alison Taylor who was sacked by Gwynedd County Council. Everybody else kept quiet or abused the kids themselves. It would not have been possible to have worked in social work in north Wales in the 1970s, 80s and 90s and not know what was happening. In the same way it would not have been possible to have worked in forensic psychiatry during the last few decades and not have known that patients were being grossly abused. But of course at dinner parties, everyone was a whistleblower.

I suspect that Ray Rowden might have known of a few more scandals as well as St Augustines which he didn’t expose. In 1989 Ray became the Chief Executive of West Lambeth Community Care NHS Trust – that was the Trust which was treating, or more probably refusing to treat – the fomer kids in care from Lambeth who had been abused, trafficked for sex and some of whom were dying of AIDS having contracted HIV whilst working as prostitutes. West Lambeth Community Care NHS Trust later became part of the South London and Maudsley NHS Trust.

Ray died recently and the tributes paid to him from former colleagues are intriguing. Ray was ‘one of the first openly gay NHS leaders’ who was a true radical, was always on the side of the patients and fought the oppressive structures. One thing that Ray did was organise trips to Covent Garden for service users. This will have undoubtedly provided a bit of relief for some of the service users who will have been living in poverty and experiencing neglect at the hands of Ray’s colleagues, but my first thought was how did Ray find the dosh for that? It transpired that Ray doubled up as the ballet correspondent for a south London newspaper in order to obtain free tickets for the ballet performances. OK – but ballet is quite a minority activity. Some of the patients will have loved it, but it seems a bit weird that Ray was organising trips to the ballet rather than for example to a rock concert or the football which would probably have appealed to more people in the client group. Then I read on some of the other online tributes to Ray that his main interest was ballet.

The tributes to Ray also mentioned that he ‘loved champagne’ and partying. Ray might have become a senior official at the Dept of Health and been busy at the ballet and knocking back the Krug but his obituaries stressed that he was ‘always a nurse at heart’. In fact Ray was delighted when he became a Fellow of the RCN in 2013. What was Ray doing when he was recognised by the RCN? The nurse at heart had left the UK and was running a bar and restaurant in the Costa del Sol with his partner Tom.

Ray was only 62 when he died of pancreatitis. Most cases of pancreatitis are the result of long-term heavy drinking.

Ray’s obituaries described him as a ‘trade unionist’ with a ‘reforming zeal’ who provided ‘support as a union rep when someone needed a friend’. Was Ray a leading light in COHSE perhaps, that organisation which for years was led by David Williams, a former ‘nurse’ from the North Wales Hospital Denbigh, which provided support and legal advice for Angels who had abused the patients (see post ‘A Very COHSE Relationship With Some Very Nasty People’)? No, I’m glad to say that Ray didn’t lead the patient batterers. Ray’s ‘union activism’ was actually carried out in his capacity as a member of MiP, Managers in Partnership. MiP is a union which represents healthcare managers. A quick look at the website of Managers in Partnership reveals that the concerns of this union are member discounts, legal support, financial advice and employment rights for managers. This is one of the organisations which ensures that NHS execs never face disciplinary or legal action no matter how great the disaster was or how many patients died. I didn’t have time to search the MiP website, but I suspect that I wouldn’t have to have looked too long before I found the bit where private health insurance for their members is advertised.

So what was Ray’s take on the Tilt Report? Naturally Ray was horrified, but he saw a shining light on the horizon which would lead the service users and staff to liberation – Professor Louis Appleby, the National Director for Mental Health aka the Mental Health Tsar, appointed by Blair in 2000. Ray commented that with the likes of Richard Tilt on the loose ‘thank God for Louis Appleby’.

Louis Appleby is a Professor of Psychiatry who led the National Suicide Prevention Strategy for England and was Director of the National Confidential Inquiry into Suicide and Homicide by People with Mental Illness. Appleby runs the Centre for Mental Health and Safety at Manchester University. He spends much of his time appearing in the Guardian – they love him – and tweeting fluffy comments regarding his concerns for people with mental health problems. Somehow Louis never manages to explain why the mental health services have been so bad for so long, particularly as he was the Tsar for ten years and was responsible for reforming the mental health services. Louis is still tweeting away, about poverty, about discrimination, the lot. Mental health patients are still being criminally neglected by those paid to care for them, it is acknowledged that the ‘services’ are broken and the patients who do succeed in bagging themselves a bed on an inpatient unit are sometimes managing to kill themselves whilst being ‘observed’. This however is all par for the course for the Top Doctors and their colleagues. But there is something else about Louis that has both worried and puzzled me for a long time.

Many years ago one of my neighbours was a paedophiles’ friend of the highest order. She had discovered that I was daring to challenge them and declared war on me. The Poisonous Cow told other people in the village that I was a danger to their children, that I had swindled people out of money, that I ‘abused’ people and told local builders not to undertake work for me because I would never pay them . When there were no witnesses about, both the Poisonous Cow and her boyfriend would hurl abuse at me and threaten me if they saw me out and about. I ended up finding out just how much trouble this woman tried to cause for me because eventually some of the other villagers told me what she had been doing. They apologised for not warning me previously and told me that she began doing very similar things to them. I was told how she carried out such a campaign of harassment against one person who was terminally ill that this person became too frightened to leave her house. The Poisonous Cow also contacted the police alleging that a man with mental health problems living in the village had sexually abused her daughter. The man was placed under investigation and although no evidence of the alleged offending was discovered, the accusation was enough to break up his marriage. More recently the Poisonous Cow established a cafe which was advertised as a charitable venture for people on low incomes. Before long, there were allegations that the Poisonous Cow was harassing a vulnerable woman who lived in the flat above the cafe and cafe volunteers began walking out on the grounds that the Poisonous Cow was mistreating them.

Poisonous Cows are not that rare – although this one was quite an extreme example of the species – but the thing that really shook the villagers was what the Poisonous Cow did for a living. The Poisonous Cow worked in mental health. She did a degree in psychology at Bangor University and I was told by other students on her course that she fell out with the School of Psychology so badly that she was banned from entering the building after she had graduated. The Poisonous Cow had wanted to go into social work – indeed her husband was a social worker on Anglesey – but wasn’t accepted on the course. (I cannot think why, she’d have got on brilliantly with the Arfon Community Mental Health Team.) It was alleged that at least one of the lecturers at Bangor was telling people who asked for references for the Poisonous Cow that he really could not recommend her for any type of employment. Yet somehow the Poisonous Cow began to land jobs working with people with mental health problems. Not only that, but I was told that she was sacked from at least one such job on the grounds that she was a danger to vulnerable patients. Someone then told me with incredulity that the Poisonous Cow was working in Manchester with mentally ill women in prison. I made a few enquiries and discovered that the Poisonous Cow was working for Louis Appleby, it seemed on his flagship Confidential Inquiry into Suicide and Homicide. Furthermore, she was using the work for a PhD – which was odd, because she had encountered quite serious academic problems as an undergrad.

I and a few other people began wondering who was supplying the Poisonous Cow with references, particularly references good enough for her to secure a place to do a PhD with the Mental Health Tsar. Before long, a neighbour told me that history had repeated itself and that the Poisonous Cow had been dismissed from Appleby’s team – for constituting a danger to vulnerable women in prison. Having heard this, I presumed that the Poisonous Cow’s career in wrecking the lives of people with mental health problems would finally be over. Surely the Mental Health Tsar would flag up that there really was a problem with the Poisonous Cow? He didn’t seem to. Within months the Poisonous Cow landed a job at Warwick University, in the Dept of General Practice. I knew someone working at Warwick at the time who knew of her – I was told that she would be out of there within three months. It took a bit longer than that, she did battle with Warwick but they finally gave her the boot after about six months. The story had not yet ended.

Some years ago the Poisonous Cow held a celebration – on the receipt of her PhD as a result of her outstanding work with Louis Appleby’s flagship team. The team from which she had been sacked and with whom she did not ever work with for long enough to complete a PhD. The PhD was also awarded years after the Poisonous Cow departed from Appleby’s team.

Upon receipt of her PhD the Poisonous Cow set up a catering business after telling the local newspaper that she was a ‘health psychologist’ who had decided to ‘leave academia’.

So Professor Appleby, can you explain why you employed Dr Denise Baker-McClearns aka Denise Baker, after she had been identified as being completely unsuitable to work with vulnerable people and furthermore who supplied her references? More importantly, why did you enable her to secure yet another job with vulnerable people and where did that PhD come from years after she left your employ?

Somewhere along the line the Mental Health Tsar has done something that he shouldn’t.

Louis Appleby qualified in Edinburgh and then did his psychiatry training with the Top Doctors at the Institute of Psychiatry, some of who concealed the wrongdoing of the paedophiles’ friends in north Wales. Appleby has worked in Manchester for many years. Dr Tony Francis of the paedophiles’ friends worked as a psychiatrist with a team at the University of Manchester before he joined Dafydd et al in north Wales (see post ‘Ian Brockington’s Mischief’).

In 2015 Appleby was engaged to improve the way in which the GMC deals with doctors facing fitness to practice hearings who are experiencing health problems. In 2016 Appleby recommended that the GMC should bring fewer investigations and that investigations should be paused if the root cause is a health problem requiring treatment. Dr Dafydd Alun Jones, Dr Tony Francis and a junior psychiatrist at the Hergest Unit all mentioned putative mental health problems in the face of complaints about them. The junior psychiatrist had sex with other staff on hospital premises during working hours, carried out such a violent assault on his dog that the dog nearly died and the vet threatened to prosecute him and then violently attacked his wife so severely that she was sectioned such was her distress. A previous wife had already left him and refused him access to their son on the grounds that he was a danger to them. His two children with his second wife were taken into care on the grounds of serious neglect. Ysbyty Gwynedd had received complaints about this doctor but robustly supported him and called the patients liars. The psychiatrist has now been struck off – it was his wife being taken to a secure unit for her own safety and his kids going into care that did it, even the GMC couldn’t cope with the fall out from that.

 

Ray Rowden was mentioned in a Daily Telegraph article in Oct 2012 after Jimmy Savile’s activities became public knowledge. It was mentioned that Ray took up his job in the special hospitals in 1996, one year before Alan Franey’s retirement. Alan Franey was the man who was appointed Chief Exec of Broadmoor when Savile was given the job as General Manager. Franey was a long time friend of Savile and had been Assistant General Manager of Leeds General Infirmary before bagging the job at Broadmoor. Ray told the Torygraph that he was shocked that both Jimmy Savile and Diana Princess of Wales seemed to turn up at Broadmoor whenever they felt like it. Not that Ray said a word about this at the time. Di did visit Broadmoor in the company of Savile and those visits were not a secret. The TV cameras were there in force and footage of those visits appeared in news items and in PR documentaries about Broadmoor. By the time Di was making those well-publicised visits I had begun to get wind of exactly what was happening to people in Broadmoor and I knew that the Top Doctors were prepared to perjure themselves and frame people in order to have patients who had been abused or had found out about their criminal activities labelled dangerous and banged up in there. It was very obvious to me that those visits by the People’s Princess were being used to reassure the nation that the nutters behind the walls were being catered for rather well and even enjoyed the odd Royal Visit. The reality was that they were being abused by the staff, raped by Savile and some of them died ‘from their medication’ or ‘committed suicide’ whilst supposedly under constant observation.

Ray Rowden may not have known when Di was going to drop in at Broadmoor, but other people will have known. Di enjoyed Royal protection and bodyguards at all times, was supplied with cars and drivers to ferry her about and someone will have been keeping her diary. So who in Buck House was arranging these PR trips to Broadmoor?

There is another person who may be able to enlighten us all regarding the very strange – and in some cases lethal – happenings at Broadmoor. That is a man called Phil Scarfe. I had an unpleasant encounter with Mr Scarfe when I was doing my PhD. Phil Scarfe had appeared in somewhere like the Guardian in his capacity as a mental health welfare officer at Nottingham Trent University and had made comments about the problems encountered by students with mental health problems. Part of my PhD thesis was concerned with this and Brown and I had just submitted a journal article on the subject, so I contacted Phil Scarfe thinking that he would be someone with similar interests to Brown and me. I had a phone call with Mr Scarfe who was actually quite a difficult man to hold a conversation with. I learned through the course of this phone call that Phil Scarfe had difficult relationships with some of the academics at Nottingham Trent and that they obviously didn’t find him very helpful. However I wondered if perhaps he was just having a bad day and I sent him a copy of the paper that we’d just written. I received an appalling e mail from Phil Scarfe in return, extremely aggressive and personally very rude. Brown was so concerned at the nature of the e mail that he wondered whether Scarfe was going to try to prevent the publication of our paper and my PhD supervisor kept a copy of the e mail because he thought that we might need legal advice if Mr Scarfe decided to e mail me again.

Mr Scarfe had previously worked as a social worker at Broadmoor. One reason why he sent me such a dreadful e mail was that Brown and I had been writing about the very high numbers of mentally ill people ending up in prison. Scarfe was very angry that we had drawn attention to this and told me that the explanation was simple – it was because so many of them were illiterate. Que??

After sending me the offensive e mail Phil Scarfe turned up as a mental health advisor at De Montfort University!

Well Phil would you now like to make a police statement about the abuses that were rampant at Broadmoor whilst you worked there as well as about Mr Savile’s activities and the reasons why none of you raised the alarm? Or can it all be explained by the patients not being able to read and write?

Someone else took an interest in my work on students with mental health problems and the shortcomings of the mental health services whilst I was a PhD student – Professor Les Ebdon, the Vice-Chancellor of what was then Luton University, but I think that it calls itself the University of Bedfordshire now. Les knew exactly what Brown and I knew – that the crisis in students mental health wasn’t a crisis caused by the universities, it was a crisis caused by the mental health services which were no longer functioning. I had an exchange of correspondence with Prof Ebdon and he was rather nicer than Phil Scarfe. So imagine my surprise when I found out that Les Ebdon had only gone and awarded an honorary degree to Jimmy Savile. They had a lovely photo of themselves taken together in their academic gear.

I have long since suspected that there was a direct connection between the paedophiles’ friends in north Wales and Broadmoor. Back in the mid-1990s in the spirit of ‘service user involvement’, an Independent Advocacy Association was set up in north west Wales to handle patients’ concerns about the mental health services. It was so Independent that it was funded by Gwynedd Health Authority and I know one advocate who walked out after she was told by her manager not to support patients who were making serious complaints. I know of another person who went to the Independent Advocacy for help after her son died as a result of the negligence of the Hergest Unit – the Independent Advocates were far too frightened to take up the case with Gwynedd Health Authority. Which was hardly surprising because not only were they funded by the Health Authority but the advocates were all mental health patients – you had to be, it was ‘peer support’ – and they were all far too terrified to challenge the service lest they were refused treatment and had their benefits stopped. So a bunch of terrified vulnerable mental health patients served as the ‘watchdog’ for a lethal service run by a gang of paedophiles’ friends. It was an arrangement that suited the Hergest Unit and its corrupt manager Alun Davis very well. Of course because the care of patients was so bad, the advocates themselves often suffered at the hands of the service which they were allegedly holding to account. One of the leaders of the advocacy service was a woman called Marilyn. Marilyn was gay and her partner was also a patient. Marilyn’s partner was one of the many patients who committed suicide and following that disaster Marilyn had a breakdown and resigned as an advocate. She then disappeared from Bangor and I asked someone where she had gone.I was told that Marilyn had been given a job as an advocate at Broadmoor. Jimmy Savile must have thought that Christmas had come.

I can’t remember Marilyn’s surname, but I can remember the full name of the woman who had one of the few paid jobs with the Independent Advocacy Service and who ran it. She oversaw the mess and she and Marilyn held vacuous training sessions for would-be advocates which consisted of ‘ice breakers’ and ‘getting to know you’ games rather than seminars in mental health law. She was a Sarah Ryan. Would you like to explain how Marilyn got that job at Broadmoor Sarah and why you stood by in silence whilst patients were fitted up for serious offences and died?

I know that the Top Doctors like to pretend that they’re not at all custodial and that all they care about is Therapy and Mindfulness, but their faux outrage at the Tilt Report was somewhat disingenuous. Some years before the Fallon Report let alone the Tilt Report, I and another patient at the Hergest Unit got so sick of our – and other people’s – very serious complaints about Dafydd not being investigated and the constant arrests on trumped up charges, that one day when Dafydd arrived we followed him into his office – no patients were present, we weren’t taking up anyone’s appointment time. We both stood opposite him and we simply repeated the list of names of the many people who we knew had complained about him or died under his ‘care’ or had claimed that he had propositioned them and gave full details of offences involved. Dafydd sat on his chair yelling ‘security security, assistance assistance’ and within minutes the office was invaded by Angels who threw us out because of the trauma that Dafydd was sufferering. Dafydd and the Angels made statements to the police about the murderous threat that I posed to him and Gwynedd Health Authority installed an alarm system and a panic button in Dafydd’s office at great expense so that he would never have to suffer such a terrible experience at my hands again.

Complaints continued to go uninvestigated. The Hergest Unit had the second highest suicide rate in England and Wales. But at least Dafydd never had to listen to anyone detailing his crimes again and Marilyn got a job at Broadmoor.

 

Footnote: Since completing the above post about 30 mins ago I have just discovered a few things about Erville Millar, the acting Chief Exec of Ashworth in 1997. Erville was Chief Exec of the West Lambeth Healthcare Trust, 1993-99; Director of Service Development, Sainsbury Centre for Mental Health, 2000-01; Chief Exec, Camden and Islington Mental Health and Social Care Trust, 2000-06; Chief Exec, Kent and Medway Partnership NHS Trust until 2011 when Erville mercifully retired.

One would have thought that after Ashworth no-one would have ever employed Erville again, but his being as the helm at Camden and Islington 2000-06 explains why Camden had the highest suicide rate for women in England and Wales. The second highest suicide rate was in north west Wales.

The Sainsbury Centre for Mental Health was founded by Lord David Sainsbury who is a major donor to, and now the Chancellor of, Cambridge University. Sainsbury donated millions to the Labour Party under Blair and has made donations to Progress. He is associated with the IPPR. David Sainsbury was one of the first peers to be questioned as part of the cash for peerages investigation. Before pledging his money and allegiance to New Labour, Sainsbury was a fan of Dr Death and provided the continuing SDP with office space.

 

 

Ieuan Stands Down – and Other Updates

No sadly he hasn’t given up trying to get elected as the Plaid MP for Ynys Mon – although considering what he has done in the past he should (please see posts ‘Further Information On Garth Angharad Hospital’ and ‘More On Those Who Signed That Early Day Motion’) – but Ieuan Wyn Jones has stood down from his ‘leadership’ role in the Menai Science Park, a Bangor University led venture, and has announced that he will not be taking it back up again even if he fails to win Ynys Mon. Someone has e mailed me and commented that it rather looks as though Ieuan has been pushed and they are wondering whether it has anything to do with recent revelations on my blog. I have no idea – but if Ieuan’s decision to stand down from the Science Park project is related to any exposes on this blog, what does this say about Westminster, because he clearly knows that he’ll feel at home if he’s elected…

Now for another update on a previous blog post. My post ‘Eve Was Framed – As Were A Lot Of Other People’ mentioned the case of Emma Humphreys. I mentioned that Emma was born in Dolgellau – and this was yet another case of someone who’d grown up in care ending up involved with sex work, drug problems, a controversial criminal trial and a suspicious death. I wondered whether Emma had ever passed through the ‘care’ of the glorious Gwynedd Social Services. My co-researcher has helpfully done a bit of digging and discovered that no she hadn’t – Emma left north Wales when she was a toddler and spent her childhood and adolescence variously in Nottingham, Canada and then Nottingham again, so it seems that for once Gwynedd Social Services did not seemingly play a role in this grim story, although systems of ‘care’ in other places did. My co-researcher has however discovered a detailed account of Emma’s life up until the point at which she killed Trevor Armitage. As with the case of Sara Thornton who murdered her abusive husband Malcolm, although these were undoubtedly distressed women with serious mental health problems, there are many features of Emma’s case and conduct which one would expect to make her very culpable indeed regarding the murder of Trevor Armitage. The pictures drawn by Women For Justice of both these cases have been robustly disputed. After reading the details of Emma’s life and the circumstances in which she killed Armitage, exactly the same questions occurred to me as occurred when I read the details of the judgement in the Sara Thornton case (please see blog posts ‘Eve Was Framed – As Were A Lot Of Other People’ and ‘Update On Cases Of Susan Brooke and Sara Thornton’). How on earth was it that the very same characteristics of someone diagnosed with a ‘borderline personality disorder’ resulted in Emma’s conviction for murder being overturned and her release from prison, yet has resulted in huge numbers of other people being denied all care and treatment and indeed has been used as a reason to imprison them, frequently for laughable ‘offences’? There is no consistency in the psychiatry behind this and there isn’t even consistency in the particular ‘experts’ giving psychiatric opinions or in the decisions of the judges presiding over the cases. There is something else involved that I am missing…

There has been much criticism of Women For Justice and allegations that they are a man-hating bunch of lesbians who are busy using ‘soft’ Courts to free women who have murdered men. I don’t subscribe to this, I happen to believe that even when women like Sara and Emma have killed abusive men the cases should not be simply regarded as ‘murder pure and simple’. Living with severe long term mental health problems is difficult and living in a volatile violent relationship is even more difficult and people in these situations are very rarely helped no matter what the official narrative of the UK welfare services states. But there is definitely something very odd happening in the Courts with people diagnosed with ‘borderline personality disorder’ –  although I think that I might have discovered the answer to another puzzle. My post ‘Eve Was Framed – As Were A Lot Of Other People’ notes that at no point in her long and glorious career ‘giving a voice to the powerless’ has Helena Kennedy ever mentioned the gross abuses which pervade the mental health services, abuses which will have impacted on many of the people that Kennedy has represented. Kennedy will definitely know what happens to women in the mental health system, particularly in special hospitals. There was a brief flurry of activity in the late 80s/early 90s on the part of people like WISH (Women In Special Hospitals) in an attempt to draw attention to what was going on – that women were ending up in places like Broadmoor and Ashworth not because they were violent criminals but because they had simply become so distressed as the result of being exposed to sexual violence that they repeatedly harmed or tried to kill themselves. And then they were abused all over again – often sexually – in the special hospitals. At one point it looked as though the lid was really going to be blown off this – but then it all went very quiet and it never reared its ugly head again. I kept wondering what about all those radical groups like Women For Justice, the various campaigners for women in prisons, the feminist groups, that were so busy in the 80s and early 90s, where were they? Some of these people have become very well-known and would now be in a position to stop the scandalous abuse of women who often had a biography of being abused as children in the care system, then being transferred into the mental health system only to be abused all over again and to have every complaint that they ever made dismissed on the grounds of their ‘mental illness’ or ‘personality disorder’. Whilst browsing around a bit of vintage material produced by these groups the other day, something suddenly hit me – the vast majority of these radical political groups were based in London, had connections to the ‘loony left’ and were funded by the GLC. That’s the GLC that was run by Red Ken and co – who where councillors in London boroughs where the children’s homes had been completely infiltrated by gangs of organised paedophiles, as described in my post ‘The London Connection’. The same London boroughs that were sending children to children’s homes in north Wales which had also been infiltrated by paedophile gangs. As I explained in the post ‘The London Connection’ some of those councillors became members of the New Labour Government and are now in the House of Lords. No wonder the GLC never funded anyone who looked as though they might dig into what had happened to all those very distressed psychiatric patients…

One more little link that I should mention re London/north Wales. My posts regarding what passed for ‘service user involvement’ and ‘advocacy’ in north Wales described the lame, colluding organisations ‘representing users’ who remained silent as patients died and who admitted that they wouldn’t handle serious complaints because they were funded by the NHS. I have mentioned that on the occasions when someone who actually knew how to represent people joined these organisations they either left in despair or were forced out. One of the key figures in the ‘Independent Advocacy Association’ ‘speaking’ for ‘service users’ back in the mid 90s was a woman called Marilyn – Marilyn was responsible for the particularly laughable ‘training’ of the Independent Advocates as well as the selection. She certainly did a good job there – she carefully failed to select any of the more capable volunteers, systematically selecting only profoundly vulnerable people who were completely dependent upon the mental health services themselves and who were in awe of professionals. Marilyn was quite unpopular with other ‘service users’ who alleged that she was rigging everything for herself – and of course Marilyn certainly didn’t ever present a challenge to the grossly abusive mental health services in north Wales, no matter how many patients were harmed or died. At one point I was told that Marilyn had experienced a severe breakdown, I think because her partner had committed suicide (exactly the same fate befell another ‘service user representative’ in north Wales – they certainly weren’t treated any better than other patients no matter how much shit they were concealing as a favour to the mental health services). Marilyn disappeared from Bangor and a couple of years later I asked someone what had happened to her. I was told that Marilyn had landed a job – as an Independent Advocate for women at Broadmoor! That was when Savile was active down there. I bet that they could hardly believe their luck when Marilyn applied for the job. Or did a few helpful people point Marilyn in the direction of that job perhaps?

I mentioned in yesterday’s post ‘The London Connection’ how Professor Oliver Brooke, prof of paediatrics at St Georges Hospital Medical School was imprisoned in 1986 for possession of child pornography, only to be released on appeal a few months later by a sympathetic judge, Lord Lane, who likened Brookes’ collection of child porn to a collection of cigarette cards. (There are now allegations that far from being a mere collector of mementoes given away with fags in a previous era, Brooke was actually a major figure in a pan-European child porn ring.) A quick search regarding Lord Lane reveals that he was a most controversial man, who became such an embarrassment that at one point scores of MPs were clamouring for his resignation. He seems to have particularly disgraced himself over an appeal of the Birmingham Six, which he disallowed on the grounds that police officers were never corrupt and that was that. Of course Lord Denning famously followed a similar logic, maintaining that if the appeal of the Birmingham Six was allowed it would have to be accepted that the police, the forensic science service and the prison service were completely corrupt – which indeed they were – and that this would be such an ‘appalling vista’ that the appeal simply could not be permitted. Sadly I have news for Lord Denning, ie. that this blog is demonstrating beyond doubt that there is a vista even more appalling than he feared – a vista concerning the concealment of criminal activity within the child care and mental health services that is so dreadful that the word ‘appalling’ doesn’t begin to describe it. Which might explain why Lord Lane kept the Birmingham Six banged up but released a Top Doctor who doubled up as a Top Paedophile on the grounds that he was the equivalent of a stamp collector. Lord Lane eventually became one of the most senior judges in the UK.

Now onto the latest news: I have read this morning that a policeman from Waunfawr, a James Burns, is facing charges of assault and actual bodily harm at Caernarfon Crown Court. A previous report mentioned that he was being investigated regarding perverting the course of justice as well. In a previous incarnation PC James Burns was one Jimmy Burns, a nursing assistant at the Hergest Unit.

Mail online continues to dig up mountains of dirt in their undercover investigation of fertility clinics and I see that today they also have utterly damning coverage of the state of post-natal care. Numerous women are alleging that although they were well cared for during delivery, it seems that all resources are being put into that, to the very great detriment of post-natal care. There are anecdotes of exhausted new mothers not being given anything to eat or drink, of not being given pain relief, of not being supported in breastfeeding etc. As with other NHS revelations, I’m not sure how the lid has been kept on all this for so long – I have heard first hand accounts from women for years of these sorts of practices, from north Wales and elsewhere. One story that I have heard consistently is that if the woman has already had one baby, there is very little care offered at all, on the grounds that she ‘knows the ropes’. One woman told me how at Ysbyty Gwynedd the newly delivered baby was placed on her abdomen and the midwife literally walked off telling her that she knew what to do because the midwife had read on the notes that this was her second baby… Cathy Warwick, a leading light from the Royal College of Midwives, is quoted talking about good practice. This is the Cathy Warwick who was so rude and hostile to James Titcombe, the man whose baby died as a result of negligence at Morecombe Bay NHS Trust and who subsequently exposed the scandal there, that he resigned from his post at the Care Quality Commission. If Cathy had been a little more honest many years ago about the state of NHS maternity services, she would not now be having to give comments to the Mail online…

There seems to be huge coverage of matters mental health in the media at the moment, on Radio 4 it’s very nearly wall to wall mental health (well I suppose Prince Harry has Bravely Spoken Out recently). This morning it was mental health problems in footballers and eating disorders in men. As ever, someone from the Royal College of Psychiatrists was wheeled out telling everyone that they ‘needed to talk about it’ and ‘ask for help’. I don’t know what is actually going to happen if the nation starts following this advice – all they’re going to find is a bunch of completely mad negligent psychiatrists, who if they are like Rob Poole won’t turn up to the appointment, or if they are like David Healy will demand that they are arrested rather than treated or if they are Tony Roberts will order everyone to DO NOTHING, even in the face of severe suicidal depression. Oh well there’s always Dafydd. I look forward to the Today programme soon reporting on the experiences of all those people who ‘asked for help’…

Lastly, Buck House has announced that Prince Philip is standing down from public duties. So he’ll have no more opportunities to hurl racist abuse at Johnny Foreigner only to hear it repackaged by the BBC as a ‘gaffe’. (I’ve never quite understood Prince Philip’s problem with foreigners – he’s mostly Greek with a dash of a few other nationalities thrown in and his wife’s family are German.) The World At One gave a brief resume of his glorious years of service to the British State and mentioned how he sustained the Royals through the ‘difficult years’ of the 80s and 90s. You know, that business with someone called Diana. That ended in a car crash. Which precipitated so many allegations of murder that one Lord Thomas Scott Baker had to be summoned to hold the inquest to Shut Everybody Up. As someone who had learnt his trade at the knee of the Chester and Wales Circuit where he had inexplicably imprisoned a distressed disorientated woman who had passed through the hands of the North Wales Hospital yet a year later released a rather less disorientated woman who had murdered someone, he was obviously the ideal man for the job.

The Story Behind £1.5 Million

Previous blog posts ‘Service User Involvement in North Wales’ and ‘We Control All The Outcomes’ describe how there is no effective or genuine representation for ‘services users’ and carers in north Wales and indeed never has been. If anyone at any time had ever ‘listened to’ a service user or carer the ‘services’ would simply not be in this state. For years, ‘service user involvement’ was left to completely ineffective bodies like the ‘Independent Advocacy Association’ or the ‘Gwynedd and Ynys Mon Users Forum’ (which were staffed and managed by people who were terrified of the staff and managers of the lethal services whom they were supposed to be holding to account), or Unllais (whom I knew were refusing to make representation regarding the mental health services even when they were being told of the most serious abuses). Until March 2016 Unllais held the contract for service user involvement in north Wales. Considering how hopeless Unllais had been at representing and involving service users, the ending of their contract would have been the most wonderful opportunity for the Betsi to begin some real ‘service user and carer involvement’. Readers will know that this never happened and instead a new nightmare is promised, as the ‘contract’ was subsequently given to CAIS/Hafal, who have now formed another vehicle, CANIAD (please see blog post ‘Introducing Caniad!’). So Dr Dafydd Alun Jones and Lucille Hughes, who sit on the Board of Trustees of CAIS, are now responsible for ‘service user involvement’ in north Wales. We can assume that the outcome from this will therefore be truly grim. Many of my previous blog posts describe the unethical and criminal behaviour of Dafydd Alun Jones – and Lucille Hughes was named in the Waterhouse Report as knowing that a paedophile ring was operating in Gwynedd Social Services whilst she was the Director of these ‘Services’ but that she was failing to act. Dafydd and Lucille are now in their eighties, they have never protected the interests of service users and carers before and I very much doubt that they are going to start now.

As soon as I heard that CAIS/Hafal had landed this ‘contract’ from the Betsi, I was interested to find out exactly how this had happened, particularly as there seems to massive conflicts of interest in many other ‘contracts for services’ being handed out by the Betsi. Blog post ‘A Total Lack of Transparency’ details how the whole process has been shrouded in secrecy.

So I recently put in a FoI request to Wrexham County Borough Council (who were inexplicably allowed by the Betsi to ‘lead’ on this whole travesty) in an attempt to find out exactly how CAIS had landed this contract and the identities of the people involved. Last week I received a reply from Wrexham Council which didn’t answer all my questions but did provide a lot of enlightening information. Wrexham Council told me that I wasn’t allowed to reproduce ‘copyrighted’ information without permission and although I’ve written to them requesting this permission I haven’t received a reply. So I cannot reproduce the wonderful information that I have been provided with in it’s entirety, but I can blog about the salient points within this information.

The first surprise that I got was how much this ‘contract’ was worth. It was worth 1.5 million. That’s right, the Betsi have channelled 1.5 million quid to Dafydd et al for five years worth of ‘service user involvement’. The Betsi are currently nearly bankrupting the Welsh Govt so bad is their financial position. But CAIS have been given 1.5 million. The information given to me also confirmed that a grand total of FOUR unidentified service users were ‘involved’ in this process. And I bet they won’t see much of the 1.5 million that has been handed over – indeed, I was sent a rather simplistic ‘presentation’ allegedly designed by one of the ‘service users’ regarding what ‘involvement’ means to him and he mentioned that he was able to claim his expenses. So he gets his bus fare and the price of a lunchtime sandwich reimbursed and Dafydd et al net 1.5 million.

The information provided told me that there were only two ‘bids’ put in for the ‘tender’, one from Unllais and one from CAIS/Hafal. The fact that ‘service user involvement’ was subject to a ‘tendering’ process alone excludes nearly all service users and carers. How many patients and carers are ever going to ‘bid for a contract’? How many even knew that all this was happening? I didn’t and I actually try to keep aware of what is going on in the mental health services in north Wales. But people on the ‘professional’ networks will have known all about it, because the information sent to me revealed that ‘from January 2014 onwards, the Health Board’s Commissioning Manager…attended all the Local Planning Groups in North Wales’. Well you won’t find many service users and carers in them, but ‘professionals’ know all about these planning groups, who sits on them and when they hold their meetings. It was also mentioned that the Commissioning Manager attended ‘Third Sector’ networks (CAIS is a Third Sector organisation) and Service User and Carer networks. Now in a region that was not blighted by corruption and criminal activity in the mental health services, the Commissioning Manager attending Service User and Carer Networks would be a positive sign. But in north Wales, most ‘service users’ experiences of the ‘services’ are so bad that when they finally wave goodbye to the services (if indeed they ever manage to obtain a service in the first place) they want no more to do with them. They do not join a ‘service user network’. Furthermore, in my experience the ‘service user networks’ in north Wales have always been manipulated or indeed completely controlled by the ‘services’ themselves or the lame third sector organisations such as MIND who have for years colluded with the abuses of the mental health services. And some of the service user groups are run by CAIS. So it’s highly unlikely that any grassroots service user and carer groups would have encountered the Commissioning Manager who was allegedly publicising the commissioning process.

But what if north Wales happened to have a really enterprising group of service users and carers who did know that a commissioning process was happening and who were even prepared to form a group to bid for this contract? Well the information provided to me suggests that they would have found such bidding very difficult indeed. For a start, the information regarding the bidding process and what needs to be done to land the bid successfully is littered with acronyms with are never explained. I have a PhD and a research background in social policy and sociology in the Welsh context and I didn’t know what most of those acronyms meant. But it gets worse. Even if a group of service users had managed to plough through all this and somehow decipher it, at the ‘Meet The Buyer Event’, in the ‘procurement information’, provided by Rachel Glynn-Thomas (‘category manager’) there was a reference to a preference for the bidders to make use of technology – specifically to submit the bid via e procurement, ‘utilising the Bravo Solutions etenderWales software hosted by the Welsh Government’. Well that will be familiar to every service user and carer in Wales won’t it, they’ll use it daily. Service users wanting to bid will have needed a good accountant as well, because they had to complete one of the most taxing spreadsheets that I’ve ever seen, worse even than the spreadsheets that I used to complete when I wrote research bids for the research councils that fund academic research (and I had the University accountant to help me).  Now, even if our hypothetical service user group did contain a social policy expert, an accountant, someone who was familiar with procurement procedures used by the Welsh Govt as well as someone who knew how to install and use the specialised software used by the Welsh Govt for procurement, there was something interesting about when the ‘Meet The Buyer Event’ was held. I don’t remember seeing it being advertised anywhere. But if I was someone who might have been looking out for an opportunity to bid for a Welsh Government contract and was familiar with the procedure of bidding for these contracts, I’d have been looking at the website Sell2Wales. The contract was advertised on Sell2Wales – but not until nearly a month after the ‘Meet The Buyer Event’ had been held. So  anyone attending that ‘Meet The Buyer Event’ (the only opportunity to receive information and ask questions) could have only known about it from an inside contact.

The ‘Meet The Buyer’ event was held in the Boardroom of Optic St Asaph, a location virtually impossible to get to by public transport – so interested service users who did know about it will have needed their own cars to get there. The people making up the panel at the ‘Meet The Buyer’ event included Wyn Thomas (Assistant Director, Community Partnership Development, BCUHB), Vicky Jones (Regional Substance Misuse Commissioning and Development Manager), Jane Jones (Partnership Manager, BCUHB), Rachel Glynn-Thomas (Category Manager, Wrexham Borough County Council) and Sion ap Glynn (Business Support Wales). These are not the sort of people that your average service user would know – but I bet people from CAIS knew them, particularly as CAIS already provide ‘substance misuse services’ on behalf of the Betsi and thus work ‘in partnership’ with them.

There were also two ‘service users’ on this panel, a David Holmes and an Andrea Hughes – however at least one of the powerpoints supplied to me allegedly presented by the ‘service users’ contained a number of highly complex flow charts. I have yet to meet a service user who would ever include such things in a presentation on ‘What Involvement Means To Me’. These managerialist flow charts were also noticeably inconsistent with the rest of the presentation material from the ‘service users’, which pivoted around claiming expenses, supporting others, feeling like a valuable human being, undertaking an entry level education course and no longer being sectioned. I suspect that the managerialist flow charts had been added to those presentations by someone else.

The information supplied to me also suggested that someone might have been expecting a bid from CAIS/Hafal. The information is littered with references to ‘substance misuse services’. Indeed mentions of ‘substance misuse services’ were being prioritised – again and again they were mentioned in the remit after ‘service user involvement’. But there are other rather big clues as well. One slide sent to me in response to my FoI request was a presentation by Jane Jones, Partnership Manager, BCUHB. She certainly seems to gearing up for a partnership with CAIS/Hafal – her presentation states that ‘we would welcome bids from a consortia or partnership but partners must be clear about their partnership arrangements before submitting an application’. No doubt Jane Jones wanted to ensure that any such partnerships contained the word ‘CAIS’ in their ‘arrangements’. The biggest clue however is contained on the slide prepared by Rachel Glynn-Thomas regarding ‘procurement  information’: ‘WCBC [Wrexham County Borough Council] on behalf of the Six North Wales Authorities  represented by the Area Planning Board for Substance Misuse and with the Betsi Cadwaladr University Health Board…’ So at the very heart of the ‘procurement process’ was the Area Planning Board For Substance Misuse – who are presumably the people who have already commissioned CAIS to provide ‘substance misuse services’ and know them well. Rachel’s slide mentions the need to ensure ‘best value’ and that a marketised commissioning process is the best way of achieving this – ah, so that’s how 1.5 million found its way into the pockets of Dafydd Alun Jones, Lucille Hughes et al…

The dirty deed has now been done, the dosh has gone to CAIS/Hafal and now Dafydd, Lucille and their mates are dictating what ‘service user involvement’ in north Wales looks like. One of the slides sent to me gives some ‘facts and figures’ regarding the region covered by the Betsi. It mentions that there are 1,600 staff employed in the Mental Health Division. So ‘service users’ who dare to complain are faced with 1,600 people sticking together like glue. (It’s tempting to suggest that there are probably more staff employed in the Mental Health Division than patients successfully obtaining a service.) And now they’ve got CAIS to represent their interests against the 1,600 people.

Whilst reading through the information supplied to me in response to my FoI request, any, many questions sprung to mind. But the biggest question of all surely has to be that if CAIS have been given 1.5 million for five years worth of ‘service user involvement’ how much are they raking in for providing all their other ‘services’? As Private Eye would say, I think we should be told…

 

‘Service User Involvement’ in North Wales

‘Service user involvement’ (to the unfamiliar, this simply translates as ‘patient involvement’) was formerly a radical idea in mental health policy, but since the 1990s has been embraced by Governments of every political hue. It simply means involving patients in the design and running of services – which sounds great. However there is a growing body of academic work suggesting that ‘service user involvement’, far from improving services or liberating ‘service users’, has been co-opted by neoliberalism and is now ruthlessly manipulated by service providers, sometimes to implement changes that are actually detrimental to patients. My experience of service user involvement in north Wales caused me to critique the whole concept many years ago and along with colleagues I have published some work on this subject. My first taste of ‘service user involvement’ in north Wales was in the early 1990s when a representative from MIND came to speak to an audience of Hergest Unit patients regarding establishing a ‘service users’ group. She helpfully explained that although lots of people don’t like the term ‘service users’, ‘that’s what we’re called now’. (Indeed research has shown that people still hate being called service users – an enterprising group in Bangor hated the term so much that a few years ago they renamed themselves ‘community clients’. But such is the respect afforded to ‘service users’ that indeed ‘that’s what we’re called now’ and policy documents still use this asinine term.) The ‘Service Users Forum’ was subsequently established and a service users ‘rep’ appointed – no-one knew how this man was appointed (there was certainly no democratic election held), he had very little grasp of mental health policy and was prone to using outrageously racist and misogynist language. The severe limitations of the ‘rep’ soon became very obvious. A number of patients approached him regarding what they considered to be abusive or negligent treatment by certain members of staff – the rep announced that he ‘didn’t handle complaints’. The rep boasted of his meetings with ‘management’ – it transpired that the only meetings he had were with a nurse from the Hergest Unit. As the Hergest Unit began to develop serious problems it was clear that this rep was both completely out of his depth and was being manipulated – or indeed simply told what to do – by the authorities at the Hergest Unit. Despite huge dissatisfaction among the patients with his activities, this rep was never voted out of his position because there were never any elections held. He eventually achieved notoriety by saying that ‘my job is to do what the NHS wants’. Which summed up the situation perfectly when the authorities decided to close down a very successful and popular day centre that the Hergest Unit used to run, in the face of much protest from patients and patient’s relatives. A farcical ‘consultation’ meeting was held between angry patients and the manager of the Hergest Unit, Alun Davies. It was announced that all questions to Davies had to ‘go through the Chair’ (ie. the now deeply unpopular service user’s rep), which was highly effective in screening out many objections. One patient persisted – he had been told by a very angry and disillusioned psychiatrist that the Medical Director of Ysbyty Gwynedd had been given a performance-related Merit Award in return for cutting the mental health services, and he asked Davies (via the Chair) if this was true. The Chair helpfully told Davies that he didn’t have to answer this if he didn’t want to. So Davies didn’t. A large chunk of the audience walked out, denouncing their rep as a stooge and Davies left the meeting shortly after, claiming that he could afford to spare no more time. The day centre was shut and it was announced in the local press that there had been ‘extensive consultation’ with patients. After the closure of the day centre, standards of care and conditions at the Hergest Unit declined noticeably and rapidly. It was clear that the ‘service users’ were just as powerless as they had been when faced with the neglect and abuses of the North Wales Hospital some years previously.

Another ‘service user-led’ initiative in north west Wales was the ‘Independent Advocacy Association’. As with the Service Users Forum, the Independent Advocacy Association was dominated by a small group of people – one of the ‘directors’ was the same man who was the service users rep. The Independent Advocacy Association was by no means independent – it was funded by the local NHS Trust and was completely compromised. The effect of this was clear when a woman whose son had died whilst in the ‘care’ of the mental health services raised concerns with this advocacy service – she remembered that far from being independent, they were actually terrified of the hospital authorities. One of the advocates resigned when she was told not to support people who were making serious complaints. The Independent Advocacy Association rapidly gained a reputation as being a shambles, but things looked as though they might improve when two very competent women joined – one had been a professional advocate in America and the other one was someone from Scotland with a social work qualification. The professional advocate was sacked after a matter of weeks – it transpired that she had questioned the service users rep regarding some reprehensible public statements that he’d made and he had used his position on the Board to ensure that she lost her job (almost certainly illegally). The Scottish social worker also left the Independent Advocacy Association before long – I watched her become increasingly frustrated trying to defend patients against a now appallingly abusive mental health service, whilst the rest of her colleagues continued to celebrate events such as World Mental Health Day by letting off balloons and painting peoples faces. Meanwhile, patients committed suicide.

The Independent Advocacy Association later was revamped and acquired funding from the National Lottery, but from what I could understand it was still dominated by the same small clique of people. There were breaches of confidentiality and still no effective channel for patient complaints. The Service Users Forum fell into total disrepute among allegations of financial irregularities. Both the Service Users Forum and Independent Advocacy Association were simply in no position to hold the mental health services to account and it was foolish of anyone to ever believe that they could – they were staffed by profoundly vulnerable, powerless people who were completely dependent on the mental health services themselves.

Service user involvement went very wrong in north east Wales as well. There was one woman who related to me her unhappy experiences of the mental health services there and her complaints about one Dr Rob Poole. She maintained that he had ordered that her complaints shouldn’t be investigated, because it was part of her ‘illness’ to complain (presumably about him). She was active in the local service users group and as well as complaining about Rob Poole she was also making representation about the withdrawal and closure of services. She seemed to be highly effective – she appeared on local radio and on a Radio 4 phone-in and managed to gain the support of a local politician who was sufficiently concerned by what he had heard that he offered to attend the service users group. The local social services seemed to have great influence within this group and it was stated that the politician would only be ‘allowed’ to attend if a senior member of staff from the social services was in attendance as well. There was then an attempt to withdraw services and support from the woman who had complained about Rob Poole, on the grounds that if she was this effective at campaigning she couldn’t be considered a vulnerable person.

Interestingly enough I came across Rob Poole a few years after I heard about events in the service users group in north east Wales. He was in a research meeting – explaining how he was committed to ‘service user involvement’ and was indeed planning to carry out ‘service user research’. This incident reminded me of one of Brown’s observations – that service user involvement has been rather more beneficial to professional people than it has been to service users. Academics have been awarded Chairs on the basis of their service user research and there is now substantial research funding available for service user research (indeed, that is what Rob Poole was after) – but those pesky service users themselves still keep on dying…I later came across one of the outputs of Rob Poole’s research with service users – all the academics names involved were cited in full, but the service users were listed as ‘and others’. So they don’t even get their names on a publication.

The outlook for service user involvement in north Wales remains gloomy. Four years ago I raised concerns with both the Advocacy Service and Unllais (yet another body claiming to represent service users) in north west Wales regarding the serious negligence of the Hergest Unit in a case that I was personally witnessing. After I was passed from one person to another – it seemed because everyone was too frightened to take a call about the Hergest Unit – it was admitted that they knew about the enormous problems at the Unit, but no, they weren’t going to make any representations. I was told a few months ago that service user involvement in north Wales was now going to be handled by the addiction and alcohol charity CAIS. This was confirmed to me by a senior manager from the Betsi Cadwaladr University Health Board about three weeks ago. CAIS was established by and is chaired by Dr Dafydd Alun Jones and has one Lucille Hughes sitting on the Board. The Betsi could not have given this remit to two more unsuitable people.
