The shit has finally hit the fan over the contaminated blood products scandal and Andy Burnham is currently revelling in taking the credit for being instrumental in forcing Theresa May to hold an Inquiry into the whole sorry business – perhaps Andy will soon explain why he and Alan Johnson ignored over 80 requests to hold a public inquiry into Mid-Staffs, as patients were wiped out. One Top Doctor, Dr Diana Walford, has been identified as being crucial taking the decision that led to the use of infected blood products in her capacity as a Gov’t Medical Officer. She has been named in the media and has snottily simply said that she will not be drawn into commenting. I bet she won’t – Diana’s tenure as a Top Doctor in the higher echelons of the Civil Service touched on a few other worrying matters as well.
Diana qualified at the University of Liverpool in the 6os and also worked as a house officer in Liverpool immediately after qualifying. She began working as a Gov’t Medical Officer for the DHSS in 1976. Between 1983-1986 Diana was Senior Principal Medical Officer and Under Secretary in the Medical Manpower and Education Division. During the academic year 1986-1987 she took a sabbatical which she spent at the London School of Hygiene and Tropical Medicine. She then returned to work for the Dept of Health and was appointed Senior Principal Medical Officer and Under Secretary. Between 1989-92 Diana was Deputy Chief Medical Officer for England as well as Medical Director of the NHS Management Executive. She has been a Member of the Court of Governors and Board of Management at the London School of Hygiene and Tropical Medicine.
Previous posts have explained how I now have documentary evidence that the Top Doctors who were concealing the paedophile ring and the associated excesses in the mental health services in north Wales had contacted colleagues of mine when I was working in biomedical research in London medical schools in an attempt to gain personal information about me. The north Wales contingent contacted people at the Royal Postgraduate Medical School at Hammersmith Hospital and St George’s Hospital Medical School. Now it was quite serendipitous that I ever ended up at Hammersmith, I only applied at the last minute after a friend saw the advert in ‘New Scientist’ and told me about it. That academic year, 1986-87, I was actually supposed to have spent at the London School of Hygiene and Tropical Medicine, doing an MSc in Medical Microbiology. I had been offered the place many months before and had received written confirmation.
But something very odd happened about three weeks before I was due to begin the course. I received a letter out of the blue from the London School of Hygiene and Tropical Medicine telling me that my place had been withdrawn because I had not demonstrated to them that I had sufficient funds to live in London for a year. I was going to be a self-financing student and I had demonstrated that I had the dosh for the fees. In those days that was all that self-financing students had to do. At no time did anyone ask me to produce evidence that I had enough for my living expenses, although I do know that some students are asked to do that these days. I had the money for the fees set aside and a bit for living expenses but I intended to do what everyone did and work part-time as well. There was nothing in any of the literature that I had been sent previously or in the letter offering me a place on the MSc that mentioned demonstrating funds for living expenses.
When I was offered that place I had told the GP in Bangor Dr D.G.E. Wood – whom unbeknown to me was by then simply keeping in contact with me in order to extract information from me regarding my career plans and indeed Brown’s career plans. This is not a conspiracy theory on my part, my lawyer has forwarded me letters written by Wood’s colleagues confirming this. Everything that I was telling Wood was going straight back to Dr Tony Francis (Dr X) and Dr Dafydd Alun Jones et al. Of course by the time that I landed that place on the MSc in London, I was having serious battles with the mental health services, had complained about them and had written to MPs and Ministers. I had also been threatened repeatedly. The threats included that my career would be damaged. I do not like being threatened and I tend not to cave in if someone tries that approach, so I did not drop my complaints as ordered.
When I received the letter withdrawing my place for the MSc I didn’t smell a rat at all, I just thought that the London School of Hygiene and Tropical Medicine were bastards for not forewarning me. It was a few days later that my friend saw the advert in ‘New Scientist’ and I was subsequently offered a place for the MSc at Hammersmith. As expected they just wanted evidence that I could pay the tuition fees – which I gave them. Now I didn’t tell Wood about that offer of a place – and guess what, everything went smoothly and I joined the course. Of course, at the end of the first term there, Dafydd Alun Jones had me unlawfully arrested and illegally detained (as detailed in post ‘How I Arrived At Denbigh’) and I have now obtained evidence that he contacted Hammersmith – without my permission, so that was unlawful – when he discovered where I was studying.
I was told a while ago that if I bothered to investigate the backgrounds of nearly everybody that I’d previously worked with I would find that many of them had a connection to those we know and love and I was also told that many of the bizarre or less pleasant things that had happened to me had undoubtedly happened as a result of my complaints about the madness prevailing in north Wales. I have investigated some of those incidents and so far I have indeed been able to trace nearly all of them back to the Top Doctors and the paedophiles’ friends in north Wales. I was told that the sudden withdrawal of my place on that MSc in Medical Microbiology fell into that category.
So let’s look at Diana’s biography. Medical graduate of Liverpool – so was Dafydd. Dafydd was by no means the only Top Doctor in north Wales with links to Liverpool medical school. Liverpool was an even more popular choice for students from north Wales than Cardiff was, particularly among older practitioners, scores of the Top Doctors that I encountered trained at Liverpool. They remained on good terms with people there as well. The first attempt that Dafydd made to bribe me into dropping my complaints about him involved him telling me that he could get me a place at Liverpool medical school if I withdrew my complaint. Another big hitter – who was also known to be a complete bastard – in north Wales who trained at Liverpool was Terry Maxwell, the former Medical Director of Ysbyty Gwynedd. In fact Terry Maxwell was on such good terms with Liverpool that when his daughter Sonia applied to do medicine, someone who knew her told me that she had received an offer of a place at Liverpool BEFORE she had applied there. In fact I understand that Sonia Maxwell didn’t ever apply to Liverpool because she wanted to go to London. But I got it straight from a horse’s mouth who was friends with the horse herself – she’d been offered a place if she wanted it ‘because they know her dad’.
So if a paedophile ring supplying meat to Westminster figures – including some with connections to Thatcher’s Gov’t – needed to be concealed, it’s not improbable that Top Doctors would be calling on their mates from their old medical school who were now in the senior echelons of the Civil Service serving Thatcher’s Gov’t to assist them. Furthermore, Diana was the Under Secretary responsible for Medical Education at the time that the London School of Hygiene and Tropical Medicine withdrew my place. Then Diana herself went on a sabbatical to the very same institution the very year that I was scheduled to study there. It does occur to me that if I had legally challenged that withdrawal of a place and won, I would have been there whilst Diana was. Did someone perhaps plan a belt and braces approach lest I did actually turn up there? Or indeed then give Diana a place on the Governing Council lest I popped up again at some point, either as a student, member of staff or heaven forbid with evidence that the Top Doctors had been up to no good and that’s why my place had been unlawfully withdrawn?
Readers who have been following posts concerning the shenanigans in Gov’t whilst chaos reigned in the north Wales health and social services will notice that Diana’s time as a mandarin in the DHSS coincided with the time that Brian McGinnis was the Under Secretary responsible for mental health services (see post ‘Socio-Political Context Of The North Wales Mental Health Services In The 1980s’). McGinnis was later banned from working with children as a result of some worrying complaints. Diana worked for Norman Fowler, the Secretary of State for the DHSS, whilst Edwina Hart and John Major were junior Ministers under him. The Edwina who appointed Jimmy Savile as manager of Broadmoor and the John Major who had been a Councillor for Lambeth, whilst children in care in Lambeth were assaulted by paedophiles. The John Major who also appointed William Hague as Secretary of State for Wales who then organised the cover up that was the Waterhouse Inquiry. The Edwina and John Major who had a long-running affair. Diana worked as a mandarin throughout the time that Alison Taylor was blowing the whistle on the paedophile ring in north Wales, throughout the time that I was writing to politicians telling them what was happening in north Wales, throughout the time that the police were investigating child abuse in north Wales….She was there throughout all of it. Diana was still up there among the organs of Gov’t when five people died after a petrol bomb was thrown into a building – a number of those people had been victims of the north Wales paedophile gang (see post ‘The Silence of The Welsh Lambs’).

Along with Diana, current and former Governors include Paul Boateng, Virginia Bottomley, David Hunt, Douglas Hurd and Jack Straw. All of whom have featured on this blog.
As for Norman Fowler, Diana’s ultimate boss when I suspect that the Top Doctors of north Wales might have been in need of her, well from 1974-2001, he was MP for Sutton Coldfield in Birmingham. So he was a West Midlands MP whilst that esteemed Professor from Birmingham Robert Bluglass extracted Tony Francis and Dafydd from a slurry pit (see post ‘Enter Professor Robert Bluglass CBE’). The Bluglass who was a colleague of Professor Ian Brockington at the University of Birmingham who was Tony Francis’s previous boss (see post ‘Ian Brockington’s Mischief’).
In 1990, Norman Fowler suddenly resigned stating that he wanted ‘to spend more time with his family’, sparking off a new euphemism. He was knighted shortly afterwards. I’ve never found out why Norman suddenly needed to spend more time with his family, but he must have got fed up of them quite quickly because in 1992 he returned to the fray as Chairman of the Conservative Party. In 2001 he was elevated to the Lords.
Recent posts have commented on media links enjoyed by the Top Doctors. I note that before he became an MP, Norman Fowler was a journalist on the ‘Times’ – so he might well have known Marjorie Wallace then (see post ‘One Dangerous Fucker’). He is a member of the NUJ and for five years was Chair of the ‘Birmingham Post’. Which was notorious for not running certain stories. On a very much less impressive scale in terms of local papers, Sian and Richard Barker, the two social workers in Gwynedd mentioned in my post ‘Local Accessories’, have a son Rhodri who works on the ‘Bangor and Anglesey Mail’. Rhodri used to write articles sympathetic to the toxic and dishonest Anglesey County Council – his parents were friends with some of those involved in the toxic behaviour at the Council. My post ‘Are You Local?’ questioned who it might be at S4C who was ensuring that documentaries involving those who could name people involved in criminal activities in the social services or mental health services were being pulled. Perhaps the former AM for Arfon, Alun Ffred Jones could tell us. He is a former journalist, former HTV executive and director/producer of Welsh language media. He is also the former leader of Gwynedd County Council, as was his brother Dafydd Iwan. It was Gwynedd Social Services that concealed the paedophile ring operating in the children’s homes. ‘One Dangerous Fucker’ mentioned that one Top Doctor with links to those we know and love, Robin Skynner, was mates with John Cleese and that Top Doctors often find connections with celebs or media folk very useful. I note that the latest edition of ‘Private Eye’ has an article concerning a tweet put out by John Cleese recently referring to a friend of his who is a psychiatrist who mentioned that two of his patients were ‘Sun’ journalists caught up in the phone hacking scandal who had attempted suicide. So Cleese is still well-connected to Top Doctors then and the Top Doctors that he knows are hearing some very useful things from some of their patients – which they are passing onto Cleese.
Lord Haw Haw rides on. In fact I think there must have been a recent case of ‘Top Doctors Calling, Top Doctors Calling’ because I’ve just seen that BBC News online are maintaining that the NHS is the best performing healthcare service out of those of eleven other countries. If the comparison had been with the likes of Uzbekistan or Burkina Faso I could understand that claim, but comparisons were made with nations like Germany. I do not believe that particular bit of ‘research’.
